| Technological innovations are an important incentive for global patterns to evolve as well as a crucial chip for great powers to contend for the world.Throughout the mighty world history of human development,the competitions among different nationalities and countries are incessant and breath-taking on the grand stage of modernization drive,and manifest the great values of science and technology.Due to introduction of pikes,Swiss mercenaries won the power to change the international system in the early years.Later,Germany had an impact on the world situation by quickly utilizing railways for war mobilization.The birth of nuclear weapons directly led to the shadow of the cold war between east and west that lasted for more than half century.Finally,the global patterns resulting from the arms race between the two power systems remain influential till today.From Swiss pikes,Germany railways to the Manhattan Project of the United States,we have detected an invisible hand in the depths of history—a hand of technology that stirs up the evolution of the world patterns.It brought about amazements and agitations again in the 20th century.If the brightest star of technological innovation is searched for in the sky of the20th century,the honor of crown must be given to the Internet.In 1969,the first network—ARPANET came into being with the support of the US Department of Defense.Viewed from whether economy,military,politics,or any other dimension,the epoch-making technological advance has given rise to a disruptive change of the world.As for the spindrifts made by the change in the human and social pond,the world-famous sociologist Daniel Bell labeled it“post-industrial society”in the 20th century while futurologists John Naisbitt and Alvin Toffler further announced that the information age was coming to us.As a result,we see that the United States,the cradle of the change,is not only taking a lead in the information oriented military reform by use of screaming missiles and planes,but also attempting to spark the information oriented political reform under the pretence of the so-called“freedom”and“opening-up”.Obviously,the strong support behind the military and political supremacy owned by the United States is its scientific and technological hegemony of the Internet.Military is the extension of politics.In order to break the American supremacy spell,we urgently require a whole new look at Internet from the viewpoint of politics of science and technology.Viewing from the angle of politics of science and technology,the paper has studied the political shaping at the early age of the Internet as well as the social choice during its development by using the Internet technology that is a scientific and technological system as the research object,and discussed the great influence upon politics after the development and maturing of the Internet Technology by taking the US Internet security strategy which represents its new security concept during the overall expansion of the Internet as an example to unveil the interaction between the Internet and politics.The paper has teased out the subject setting,discipline development and research fields of politics of science and technology,explored the logic of the transfer from science and technology to politic power,and conducted the research from the view of the interaction between technology and politics.In the paper,it is found that the Internet technology system is most likely to be affected by political and social factors in the course of its birth and development.In turn,its continuous growth,especially the steady development after it brought about the information revolution has exerted a significant impact on political structure and power,and constructed a world that is fundamentally decentralized in power.The global information and politics supremacy shaped by the United States has actually deviated from the Internet's nature of decentralization.The continuous expansion of the Internet means that information monopoly does no longer exist,the American global information and politics supremacy is being challenged,and the sharing of power will become the theme of the reshaping of the world patterns.On this basis,China is expected to put the Internet governanceon the agenda,value its role in this course and take an active part in building a new international information order.In the era of tight coupling of technology and politics,the paper has applied the research paradigms of politics of science and technology to studying the US Internet,not only enabling us to better understand the complicated interactive relationship between politics and technology,but also offering useful reference to China for having a share in the global Internet governance. |
