Research On Sci-tech Information Service System For Sci-tech Innovation Governance

To improve China’s independent innovation capability and accelerate the improvement of the national science and technology innovation system,it is necessary to build a science and technology information service system oriented to science and technology innovation governance.By defining relevant concepts,this paper reviews the research status of S&T innovation governance and S&T information service,and comprehensively uses a variety of methods to study S&T innovation and S&T information service.By means of science and technology information service performance in the role of science and technology innovation activities,and through analysis of the existing problems,the intelligence perception into scientific and technological innovation management,and build the ecological system under the perspective of science and technology innovation information service system,finally proposes the corresponding information service of science and technology security strategy,in order to realize the service in the efficient operation of science and technology innovation system of science and technology intelligence services.The research content of this paper mainly includes:First,from the current our country current situation of technological innovation,science and technology intelligence services in the role of science and technology innovation activity has excellent performance,the concrete embodiment in the dynamic monitoring and early warning of science and technology innovation activities,management science and technology innovation activities,comprehensive treatment technology intelligence,tracking and evaluation of science and technology innovation process and technology strategic planning.Through the research on the development status of sci-tech information service,it is found that the sci-tech information service is faced with the problems of scattered and inefficient sci-tech information resources,low ability level of sci-tech personnel and difference in the efficiency of sci-tech information service.Second,with the core science and technology innovation management research content,from the relationship of science and technology intelligence and science and technology innovation activities,in the process of technological innovation management,integrated into the information science thinking and methods,exert its in the government,universities and research institutes,the role of enterprise innovation process,improve the management ability and level of science and technology innovation in our country.Based on the theory of information perception,this paper puts forward the process of information perception of science and technology innovation governance,and puts forward the framework of shared information perception based on the framework of information perception of science and technology innovation governance of three types of innovation subjects,and studies how to play its role.Thirdly,aiming at the deficiency of current research on sci-tech information service,using the theory of innovation ecosystem,the sci-tech information service system is constructed from "two principles and three thoughts",including innovation subject,innovation resource concentration,technology support and guarantee,service and feedback.By integrating the construction of scientific and technological information service system into the innovation ecosystem,the individual interaction between micro enterprises is more active,the coupling and symbiotic relationship between industries is strengthened,and the scientific and technological innovation at the national level realizes ecological development,constantly releasing the vitality of scientific and technological innovation,so that China’s scientific and technological innovation enters a fast lane.Fourthly,the guarantee strategy and optimization countermeasures of S&T information service are put forward from the four aspects of system,S&T resources,technical service and talent team guarantee,so as to ensure that S&T information service system gives full play to the "information first" role in S&T innovation governance.Through the research of this thesis,the important role of scientific and technological information in scientific and technological innovation can be fully demonstrated,and the scientific and technological information service system can also be used for reference.At the same time,it is hoped that the establishment and improvement of S&T information service system can promote the improvement of China’s S&T governance capacity.
