Analysis Of Chinese Graduates’ Recruitment Policy From The Perspective Of Policy Networks

Report to the Eighteenth National Congress of the Communist Party of China puts forward the goal of" promoting to achieve higher quality of employment". Undoubtedly, the goal points out the direction of solving the problem of university students employment."Higher quality employment" inevitably needs a higher quality employment policy to get a better policy effect. The pressure of university students employment increases with the rapid growth in the number of university graduates in China each year. The Party and the government pay attention to the formulation and implementation of university students" employment policy to give height to take it seriously. Solving the employment problem of university graduates has become the primary responsibility of the Party Central Committee and the State Council governing for the people. In the academic communities, whether from the perspective of educational economics or management science, research results about the employment of college students are quite rich; In contrast, the academic concern and research results of the college students’ employment policy does not match in the position in reality. At the same time, more and more severe employment situation and the lack of mechanism building in the process of employment policy from formulation to implementation are seriously affecting the implementation of the college students’ employment policy. First of all, this paper reviews domestic and foreign research on the relevant achievements of college students’ employment policy and finds that the research paradigm of public policy for policy research provides a good research train of thought, and from the perspective of public policy, the university students’ employment policy is in its infancy. Aiming at the problems faced by university students’ employment policy process, this paper chooses the policy network research paradigm to analyze the current university students’ employment policy, and find three aspects of the main problems of the college students employment policy:The first one is the collaborative problem between college students’ employment policy subject, the second one is structural function problem among the subjects of the college students’ employment policy, the third one is the adaptive problem to the policy environment. Aiming at these problems, this paper analyzes the policy network theory’s value and applicability to the study of university students’ employment problems, and comprehensively analyze from the following three aspects:First, the paper analyzes the subjects of network Chinese university students’ employment policies. College students’ employment policy faces numerous subjects of policy, and it’s difficult to clearly define the subject because of its universality and diversity. I comprehensively and analyze the subjects of policy who are involved in the process of the college students’ employment policy, such as the government, employer, university and university students, and objectively express the status and role of these subjects, and country function of college students’ employment policy network, then I will take the government’s dominant as investigation of college students’ employment policy to illustrate how the interaction among the subjects influence the government policy development and implementation of university students’ employment.Second, the analysis of the policy of the network structure of Chinese college students employment policy. Here I examine the scale, the effect boundary, the depth and the strength of the network. And this section fully defines the nature of the relationship of the policy network.The scale of the network means the number of the subjects and the scale of each subject which is included in the policy network. Network boundaries are the main range and the category of specific policy networks, and Specific criteria to distinguish between the related entities. The depth of the network is to what extent the policy network covers the network main level policy. The strength of the network is the size of influence and degree of stability the policy work has on the policy process. In addition, this section also discusses the structural features and functions of the policies.Third,the network environment of the policy and the analysis about the actors strategy of the Chinese students’employment policies. We can analyze the Chinese college students employment policy network environment from the political, economical and social aspects. And describe under the influence of policy environment,what the strategies will the policy network actors take, based on the principle of rational strategies.Among the five politic subjects which we have summarized, the Government will keep the authority of the dominance of safeguarding and maintain the public interest (local interests).Universities will respect the role of the government, and cooperate actively by adjustment. The students will passively accept the policy, while actively seeking to change the status quo. Employers will survive in the game and cooperation, and maximize the self-interest on the base of the situation on the current stage of development. The public subject who are in the policy networks will tend to raise the overall requirements, and actively express their interest demands via existing channels. If we analyze what the strategy that each subject will take the network among the subjects will still be fragmented. Only to find common factors and personality factors between the main policies can we build a holistic network. Therefore, this paper analyze the factors that influence the policy actors taking action in the policy network.The thesis is divided into seven chapters, and these chapters can be described as three parts:The first part is introduction, including the first and second chapters of this article, the first chapter describes the background of this article, literature review article and research ideas and methods related to the research. The second chapter defines the policy network, students’employment policies and other core concepts, followed expounded the basic theory of the policy network and the students’ employment. Finally this paper analyses the applicability of the policy network theory to study the employment policies of university students, and build students’ employment policies analytical framework of the network.The second part is the core of this article, and it consists of the third chapter> the fourth chapter、the fifth chapter and the sixth chapter. The third chapter analyzes the situation of the Chinese university students’employment policy. Then I discuss the history of university students’ employment policies as well as the basic system for the existing employment policies including its features and shortcomings.The fourth chapter analyzes the policy network main body of the Chinese college students employment policy subject, the subject of the constitution, the interaction between subjects and the needs of the each subject. The fifth chapter analyzes the network structure of Chinese students’ employment policies, including static and dynamic analysis of the policy network structure, and analyzes the function of the policy network structure. The sixth chapter focuses on the environment of the Chinese university students’employment policy, and the strategies the subjects take under the influence of the policy environment.The third part is the seventh chapter of this article, this section proposes the strategies to enhance the quality of Chinese university students employment policy. It is also the conclusion and research prospects of this article, which summarizes the main conclusions of this study, and notes the problem which needs further studies.
