According to the results of the National Youth Physical Health Survey,although the decline in the physical health of young students in China has been suppressed to a certain extent,the indicator values reflected on the whole are still worrying.Although the country has issued a series of policies and regulations over the years to promote the development of school physical education and thus improve the physical fitness of students,the actual effect of policy implementation is not obvious.In view of the problems faced at this stage,this article will use research methods such as literature,text analysis,questionnaire survey,interview,etc.,taking the implementation of physical education policies in primary and secondary schools as the research object,and analyzing the current literature through analysis The current status of school sports policy implementation at this stage,using policy theory as a research tool to analyze the deficiencies in policy implementation at this stage,so as to propose suggestions for optimizing policy implementation.Using policy network theory as a research tool,through the analysis of the network main body,network structure,network environment and policy main body strategy in the implementation of physical education policies in primary and secondary schools,the following conclusions are drawn:(1)The process of policy implementation involves many network subjects,but the subject The lack of an effective interworking mechanism has caused a waste of resources.(2)The lack of effective supervision and feedback on the implementation of political policies has caused deviations in the implementation goals,making it difficult for the democracy of policies and the fairness of education to be reflected.(3)Influenced by social environment,the cultural atmosphere of social physical exercise is not strong.The situation has improved in recent years,but there are also contradictions.(4)The policy tools are not perfect,there are few reward tools for physical education teachers and related workers,and there is also a lack of effective supervision.Most policies are superficial.(5)Lack of family education,parents are all affected by the test-oriented education,they do not know enough about family sports education,and have not established the concept of lifelong sports.
