With the further development of reform and opening up,as well as the continuous improvement of urbanization,the floating population has kept increasing.Meanwhile,the compulsory education of migrant workers' children has become a public issue and it needs to be solved urgently.After years' continuous practice and improvement,some progress has been made in the implementation of the “two orientations” compulsory education policy of migrant workers' children,and this “two orientations” has entered into another stage called “two incorporations”.However,due to the lack of policy resources,the insufficient number of degrees,and the unenthusiastic policy implementation of government,there are difficulties in the implementation of compulsory education policy for migrant children nowadays,and it may come with consequence which is contrary to our original intention.Furthermore,according to the actual implementation in different regions,there are problems like “controlling people by education” and “high entrance requirements”,leading to a contradiction between the increasing demand and the actual supply of education.And thus,there is a deviation from compulsory education policy of these migrant children.Why is it difficult to carry out this policy? And what are its main factors? The policy network theory emphasizes a mutually influential and closely related interaction among diversified subjects from the interdependence of resources and the mutual confrontation of interests in the process of policy implementation,and thus it affects the results of policy implementation.What is more,this thesis is based on policy network theory and the “dialectical policy network” model of Marsh and Smith.Besides,it studies the main characteristics of compulsory education policy for migrant children,then it constructs a policy network-the implementation framework for compulsory education policy of migrant children,aiming to analyze the dilemma of compulsory education policy for migrant children from the perspective of “interest interaction among policy networks”.Study shows that in the implementation process of such policy,different policy network is formed according to different resources,positions,interaction rules and interests of different subjects.In addition,the effectiveness of policy implementation is affected by different network environments,network structures,and the interaction among different interest subjects,ect.The author of this thesis takes Chengdu as an example.Under the background of policy environment factors,such as household registration system and fiscal system,the following parts are the main reasons accounting for the implementation deviation of compulsory education policy for migrant children.Firstly,the policy network interaction structure of each subject is relatively simple;secondly,there is no mature interactive mode;thirdly,there are also conflicts of interest between different interest subjects.At last,this thesis puts forward countermeasures from several aspects to solve the above problems in compulsory education for migrant children in Chengdu,such as constructing the coordination mechanism between policy networks,improving the policy environment,and optimizing the policy network structure.The author also hopes this thesis can offer some advice to other cities in need.
