Research On The Implementation Of Special Education Policy In Yunnan Province From The Perspective Of Policy Network

Abstract/Summary:
In recent years,the situation of juvenile crimes in my country has been severe.Yunnan Province,which can be described as the hardest-hit area in the country,has ranked among the top three in the country for two consecutive years in 2019-2020.As a special education to save "problem youths" who are on the verge of illegal crimes,special education,its development not only affects the future and destiny of countless youths,but also affects the development of my country’s economy and society.From 2019 to 2020,my country issued the "Opinions on Strengthening the Construction of Specialized Schools and Specialized Education",and revised the "Law of the People’s Republic of China on the Protection of Minors" and the "Law of the People’s Republic of China on the Prevention of Juvenile Delinquency",a series of policies and regulations Appeals and guidance for the construction of specialized schools and specialized education work.Under such a background,the subsequent policy implementation and implementation play a key role in the development of specialized education.Focusing on special education in Yunnan Province,although its development has achieved certain results,it still faces various problems.Clarify the current policy implementation effects,discover problems,and investigate the causes,hoping to provide feasible suggestions for the smooth and effective implementation of the national special education policy in Yunnan Province.Therefore,on the basis of document analysis and policy sorting,this research has sorted out the development process of special education in Yunnan Province through more than two years of follow-up investigations,field surveys,stakeholder interviews,and questionnaire surveys,and found the main actors involved in policy implementation.Shows a diversified and networked tendency,draws on Rhodes’ s policy network model,analyzes the network type,main body composition and process interaction in policy implementation,clarifies that policy implementation brings certain facts and value effects,but also brings some inaccuracy.Ignored the undesirable effects.Then it was discovered that the following problems existed in the implementation of the policy.The first is the level of the policy itself: the specificity and coherence of the policy is insufficient;the second is the level of the network entity: the central government’s top-level design for specialized education is insufficient,the roles of local governments conflict and are overly dependent on the central government,the influence of professional networks is limited,and the autonomy of specialized schools Poor,lack of socially caring corporate participation mechanism,lack of media and public participation;third is the level of network interaction: the power and responsibilities of the hierarchical governments are not matched,the local governments are inconsistent,and the functional departments are "coordinated but different";fourth is the policy Implementation guarantee mechanism level: insufficient trust mechanism,insufficient negotiation mechanism,insufficient learning mechanism,insufficient supervision and feedback mechanism,etc.Investigating the reasons,it is found that special education in Yunnan Province is developing in a "hidden style",and the cognition of each network subject is limited;the complexity of special education and the bureaucracy are huge;the special education policy network structure is unbalanced.Finally,targeted policy implementation recommendations were put forward.First,strengthen the specificity and consistency of special education policies;second,promote broad and in-depth participation in policy communities,intergovernmental networks,professional networks,producer networks,and topic networks;third,strengthen hierarchical intergovernmental and regional Network interaction among governments,between functional departments,and between functional departments and non-governmental departments;fourth,improve the special education policy implementation guarantee mechanism of trust,negotiation,learning,and supervision and feedback.
