Education is the foundation of social development and is the basic career in revitalizing the Chinese nation. As the national authoritative tool to impartially dispatching the resources and value, education policy stands for the distinctive feature of justice and is the most important way of expressing the benefit of education. The implementation of educational policy bridges the gap between educational dream and its reality, and thus, is considered as the most important process in dispatching the educational resources and value equally. The successful implementation of the educational policy is not only closely related with the effectiveness of education policy, but also has great impact on the treatment to the public education problem. Consequently, the research on both methodology and practice approach of the implementation of educational policy is quite necessary. The implementation model of educational policy is the general sum of the research methodology on its implementation and the basic practice approach on its implementation. The selection of the implementation model of educational policy strongly affects its practical application. The linear implementation models, including both“top-down”and“bottom-up”, were once prevail in our nation and contributed a lot to the implementation of the educational policy. Under the circumstance of society transformation, the background of political civilization, the requirement of educational civilization and the trends of diversification of educational benefits, the linear execution models of educational policy are challenged and the construction of new implementation mode is urgently needed.Based on the reality, starting from the fundamental problem of the linear implementation model of educational policy, with the guidance of the policy network theory, combined with the major educational policy, a new implementation model of educational policy, named network model of educational policy implementation, is proposed in this paper.This paper is organized into four chapters except the introduction and conclusion. The main contents are as following:First, concept definition, theoretical foundation and literature review (including introduction and the first chapter).This part is mainly focuses on the definition of fundamental concepts and theories. The research background, research significance, literature review, research methodology and the framework are all clearly specified. As the research highly concentrates on constructing the implementation model of the educational policy implementation adapt to our nation, the existing implementation models need to be summarized and the relationship and structure among the policy actors are analyzed. Consequently, the research methods used in this paper include literature analysis, comparison and analyzing System. Besides, some key issues, including educational policy, the implementation of the educational policy and implementation model, are clearly specified.Second, the linear implementation model of educational policy implementation and its problem (mainly included in the second chapter).The theory foundation, research method and relevant problems, together with its reason,advantages and disadvantages of the linear implementation model of education policy, are analyzed in this part. The disadvantages of the linear implementation model of the educational policy on research of its execution, which laid the foundation to build up the execution model of education policy, are concluded.Third, build up of network model of educational policy implementation and its running mechanisms (including the third, the forth and the conclusion chapter).This part concentrates on providing the theory origin, research perspective, schools and main standpoint of the policy network. The feasibility of using policy network in build up of the network model of educational policy implementation is also analyzed. Then, the network model of educational policy implementation is build up starting from the main body of educational policy implementation ,the information path of its implementation and the selection of education policy tools. Trust mechanism, coordinating mechanism ,supervision and feedback mechanism and learning mechanism are used to guarantee the continuing running of the network mode of educational policy implementation.
