With the development of economic and the social progress,the phenomenon of shortage of labor resources in the city is becoming more and more common.Many rural labor force to leave their hometown,this group is unified as: migrant workers.This large number group of children who live and educates their parents to the city is called " moved children".Although migrant workers in the city of the construction played a important role,but about the Ministry of Education of the university entrance examination requirements,apply for admission to all candidates in colleges and universities,participate in the college entrance examination enrollment and enrollment must be the place where the residence of the province(district,city).Due to the absence of local accounts and various restrictions on their children can not participate in the local examination and forced to return to their origin.Although the "off-site college entrance examination" policy has been a long time to implement,but there not have a satisfy result in the implementation process there are still many difficult to solve the dilemma.The policy network theory used in this paper is an analysis of the relationship between the resource occupancy and the interaction structure between the various network action subjects involved in the policy issues,and classifies the subjects in order to analyze their problems in the college entrance examination Status,structural relations,and policy dilemmas.By analyzing the policy dilemma can better coordinate the interests of the various stakeholders,and then optimize the policy process to promote the "off-site college entrance examination" policy objectives.There are four parts in the following paper.The first part is concept definition.First of all,the relevant concepts and theories have a clear understanding.The five concepts,including migrant workers,migrant children,college entrance examination and college entrance examination immigrants,policy network theory are defined.At the same time,the author analyzes the policy network theory,especially the main body of the policy network action of Roots.The second part is the analysis of the action subject and policy dilemma of the "college entrance examination" policy.After combing the development of the policy of "off-site college entrance examination",the five action subjects in the policy are analyzed.Analyze the relationship between its resources and structure,it is considered that the policy dilemma mainly includes the improper central and local powers and responsibilities,the local policy access threshold is set too high,the original Household registration system obstruction and the enrollment quota is irrational,the migrant workers The interaction between the inflow and the outflow is difficult to coordinate,and the internal differentiation of the population leads to the six aspects of the "college entrance examination immigrants" crisis.The third part is the analysis of "off-site college entrance examination" policy main cause of the plight of the reasons.In view of the main predicament put forward in the second part,the author analyzes the causes of the predicament from three aspects: the local standard,the matching system and the resource allocation.The fourth part propose the relevant solutions based on the predicament and reason of the second part and third part.Including the central government to strengthen the implementation of local policy supervision and financial support,local conditions to establish a reasonable threshold to weaken the local protectionism,the establishment of school-based registration system reform college entrance examination quota system,improve the democratic mechanism to improve public participation,The allocation of places to alleviate the contradiction between the two sides to strengthen the supervision of college entrance examination to make the "off-site college entrance examination" policy implementation more smoothly.
