Research On The Policy Network Of Adolescent's Physical Health In China

China Youth Sports Development Report(2016 edition)shows that the long-term decline in the physical health of China's youth has not been reversed.In the face of the grim reality,the central government has issued several policies on the physical health of adolescents several times over the years,but the results are not ideal,reflecting the fact that the effect of China's health policy on adolescents has been seriously weakened.Therefore,using the policy network theory of the frontier of public policy science,using Rhodes classification model,from the perspective of relationship,analyze the main actors in China's adolescent health policy network and their characteristics,interaction and policy network structure,study the characteristics of actors,interaction and policy network structure on the impact of policy results,provide theoretical reference for education and sports and other government departments to formulate adolescent physical health policy,and provide new analytical ideas for follow-up researchers.The following conclusions are drawn:(1)There are many policy actors in China's adolescent health policy network.In the policy process formed a multi-natured interaction of leadership,cooperation,confrontation and other complex interaction,and evolved a unique policy network structure.(2)From the four angles of network location,quantity scale,concentration degree and degree of openness,we find that China's adolescent physical health policy network has the structural characteristics of high concentration and low degree of openness,and is a closed policy network.(3)China's adolescent physical health policy relies too much on the promotion of the central government,other policy actors passively accept,did not form an orderly,smooth action situation,closed policy network weakened the effect of China's adolescent physical health policy,resulting in the state's policy results are not satisfactory results.According to the characteristics of the policy network,combined with the problems in the implementation of the health policy of adolescents,the following optimal path of the policy network is proposed:(1)to change the role of government and promote the smooth operation of the policy network;(2)Open policy networks to mobilize the active participation of other actors;(3)Pay attention to the issue network and enhance the voice of the issueactors;(4)Reasonable allocation of power and responsibility,the establishment of high cooperation,low confrontation relations.
