Research On The Effective Implementation Of Balanced Development Policy Of Compulsory Education From The Perspective Of Policy Network Theory

Promoting a balanced development of the compulsory education has already been our society’s consensus. The essence of the balanced development of compulsory education is educational equality. To achieve the goal of our country’s balanced development of compulsory education requires effectively implementing. From the foundation of our country to nowadays, our balanced development of compulsory education has experienced three periods. Relying on the traditional mode of implementation, it had achieved a lot progress. But it still can’t satisfies people’s need for a balanced development of compulsory education. The main reason is that the traditional implementing mode is no more effective, and there are obvious defects: the force of a single subject is too poor to implement the policies, it can’t gather the maximum resource to promote the implementing, the relevant subjects can’t coordinate their interests and cooperate with each other, the implementing tool is too simple and inflexible, it can’t build an interactive and cooperative network system.Therefore the theory of policy network comes into being, bringing the implementing mode of policy network into the field and a new element to solve the policy problems. The implementing mode of policy network can enlarge the horizon,enrich the policy implementing tools,add a dimension of policy process, reveal the essence of policy implementing, thus becoming an effective implementing mode. Shanghai Pudong New area has achieved some progresses. Its experiences include: object-subject co-participate, relevant parts’ achieve complementary advantages in resource, reconcile the different benefits from each part, use diversified implementing tools flexibly, build an interactive network system. Based on its experiences,in order to achieve the goal of the balanced development of compulsory education, we should refer to the conduct of the theory of policy network, and try to construct an efficient and effective policy network implementing mode.
