1980's are the times that depth reforms happened in Chinese society. In this depth reforming times, education center on "improving state synthetic strength", "pushing forward modernization, building a well-off society in an all-round way". We have unfolded a series of basis and creative work. But the most conspicuous reformation is the quality education policy. Quality Education has last over 20 years, and becomes the state policy in 90's. It is becoming perfect day by day in the century.The policy network is a concept discussing the relationship between country and society. Because the development of society is diversified day by day, a lot of public affairs are not just decided by the government. Member of the country and society are involved in, so the demarcation line between public and personal is no longer obvious. Members of network such as central government, local government, legislature, non-government organization and general public move frequently, and policy is made in this interactive network. This paper is trying to analyze the process of quality education policy from the angle of policy networks. We studied the relationship in the policy networks, and adopt the approach of case study and document analysis to describe the type of policy networks in the quality education policy. We found that in the decision process of Chinese the topic is discussed among the people first. In the policy process, the decision-maker has synthesized the relevance idea in the process of policy, but has ignored the theory which should go ahead and the communication with the grass-roots executive unit, what has lead to obstacle in the execution of the policy. This educate policy has been put into effect about 10 years, but the dispute has not stop. Though the idea direction gains common view, but the supporting measures is questioned and criticized. The Author tries to find out the clue in the complicated policy networks, to build the first step theory system and deduct some conclusion, what should be the consultation of Chinese democratization of the policy-making process.
