As an important innovation mode, cooperation of Industry, University and Research Institute is also an essential component of the innovation system. In fact, cooperation of Industry, University and Research Institute with execution of significant S&T missions will effectively promote the construction of innovation system. In this respect, the government of China set out16significant S&T projects within the "Long-term Science and Technology Development Plan (2006-2020)" in2006, which were necessarily supported by vast amounts of investment, complicated technologies and integration of S&T and economy. In doing so, establishing new typical collaborative mode of industry-university-research is warranted, in order to respond the concerns of whole society and the challenge of operating those significant S&T projects.Reviewing the literature and practices conclude that lots of them focus on organizing of significant task by the government, but combining with the CIURI theory is not sufficient for that topic. Following China’s S&T needs of reality, there is no doubt that the comparative historical and systematic analysis should be considered in the fields of concept, system, mechanism and model of organizing that S&T tasks based on interpretation national innovation system. Specifically, this dissertation analyzed the characteristics and modes of different regional initiatives such as the America NNI, the EU Framework Program, the South Korean Initiative, the VLSI Plan of Japan, and China’s practices with comparative and historical perspectives. In doing so, the author highlights several key issues about the organizion of current major S&T tasks, and set out the new mode, system, mechanism of organizing the large significant S&T projects based on the theory of innovation and organization, in order to make references for the implementation of ongoing major S&T projects as well as the coming reform of S&T governance.This dissertation consists of six chapters. As the basis, Chapter1and Chapter2illustrate the introduction, definitions and relative theories, in order to present the significance, themes and theoretical basis of this research, and illuminate concepts about major S&T tasks and collaborative innovation. Chapter3and Chapter4analyze the typical cases of foreign major scientific missions including the America NNI, the EU Framework Program, the South Korean Initiative, the VLSI Plan of Japan, and summarize the background, characteristics and the mode of organizing national major S&T tasks in different periods and regions, e.g., government instruction era, institutional transition era and innovation-driven period.Chapter5focuses on the five issues on organizing and managing of major S&T tasks including the relationship between technology and economy, the boundary among actors of S&T tasks, the role of government, the function of enterprises, integrity environment and intellectual property.Chapter6concludes on the suggestions for the major S&T mission with five points as follows. First, the framework of organizing system includes three layers, such as guidance layer, implementation layer and outcome layer. The second layer comprises the collaborative innovation system, innovation evaluation system and innovation security system. Second, in terms of concept of organizing, this dissertation presents a task-oriented principle based on the demand from the market and society, and proposes to combine the "top-down" mode with the "bottom-up" mode, in order to accomplish the top-design and decomposing tasks of major S&T mission. Third, in the respect of organizing mechanism, the author proposes a comprehensive cooperation mechanism called "quadruple helix" involving the government department in charge of S&T, the relevant departments of economy and society, enterprises, institutions and universities. This mechanism consists of the linkage mechanism among governments, the docking mechanism between supply and demand of research cooperation, the collaborative mechanisms between the central government and the local. Fourth, on the organizing method, a technological roadmap of industry and a living laboratory method of society development are introduced. Fifth, fifteen forms of organizing the major science programs, strategic S&T engineering and applied S&T engineering are proposed, which include university-oriented sustainable research, institute-oriented sustainable research, joint research by universities and institutes, government-led strategic technology, government-led strategic products; technology transfer, outsourcing, strategic alliances, joint laboratories, venture capital, local matching, science and technology park of university, the emerging enterprises, the emerging organizations, and S&T platforms.
