| The traditional international energy industry cooperation mechanism is utilitarianoriented,and the two partners promote the international energy cooperation behavior by pursuing their own interests.This energy cooperation mechanism is the embodiment of the concept of "deepening division of labor and expanding trade" in the energy economy,and requires the relative stability of geopolitics,geo-economy and international relations as the premise.Especially when the international energy industry cooperation is faced with the biggest public goods supply challenge of human society--climate change,the existing energy cooperation mechanisms show multiple difficulties.The current international energy industry cooperation mechanism shows inadaptability in the face of climate change and the "great changes" of international politics and economy,and it is urgent to explore a new cooperation mechanism to fulfill the historical mission of dealing with climate change.Based on the perspective of climate change,this paper adopts a multidisciplinary comprehensive research method,draws on many knowledge such as economics,international politics,climate economics and the theory of community of human destiny,and studies the logical process of forming a new mechanism of international energy industry cooperation.This paper takes the theory of community of human destiny as the theoretical source,and focuses on efficiency,security and equity This paper constructs a logical framework for analyzing the new mechanism of international energy industry cooperation from the perspectives of sustainability and the right to development.On the basis of reading and collating the existing literature and combining with the development practice of international energy cooperation,the research of this paper is carried out from the following aspects: Firstly,the essence of climate change is analyzed,and the author believes that climate change is a global public goods issue It is also the issue of development rights and interests of developing countries to solve the problem of climate change by strengthening international cooperation.Then it analyzes the shortcomings of the existing energy industry cooperation mechanism in several aspects,and new ideas are needed to guide the practice of energy industry cooperation.Then it answers the question of why to build a new energy industry cooperation mechanism,from the change of geopolitical and economic situation To deal with climate change,the practice of energy green transformation and the development trend of energy industry cooperation are logically deduced.Chapter six proposes how to build a new mechanism of energy industry cooperation from the aspects of efficiency,safety,equity,green and sustainable global community.This paper believes that climate change has put forward new requirements for international energy industry cooperation,and the underlying logic of international energy industry cooperation needs new connotation.The new mechanism of energy industry cooperation should not only take into account the goal of economic efficiency,but also guarantee the realization of security,stability,clean and green,and fairness and justice.Therefore,it is proposed to build an energy cooperation organization platform under the guidance of the human community with a shared future theory Energy production capacity cooperation mechanism carbon emission trading mechanism green finance investment mechanism and mutual assistance cooperation mechanism help the international energy industry cooperation practice to keep pace with The Times and promote the solution of global climate change issue. |
