Industy-university-research cooperation is the activity that enterprises, universities, research institutes and other cooperation seek common development as the goal, give play to their respective advantages, form the risk sharing, share the benefit of cooperative innovation community under the government’s macro regulation and control. With the changes in the domestic and international economic situation and the new science and technology revolution era, especially with the establishment of the target building an innovation oriented country in China, a major obstacle in current economic operation is a problem to solve scientific and technological achievements into practical productive forces, in order to give full play to industy-university-research cooperation to promote the transformation of productive forces function, in this case, the cooperative innovation has become the driving force and source of the development of enterprises, improve the colleges and universities, research institutes and market competitiveness, the strategic position of cooperative innovation is more outstanding.This paper is based on that the background of science and technology is the first productivity,duality characteristics of the productive forces of science and technology are analyzed.The productivity of science and technology with the general productivity similarities that three elements of productivity of science and technology, including technology workers, labor of science and technology tools and technology subject of labor productivity of science and technology; at the same time, also has its own characteristics that science and technology can through the cooperative form translated into practical productive forces. The rapid development of science and technology, the urgent need to adapt to the science and technology production relations, the scientific and technological productive relations have duality too. The scientific and technological productive relationship also has the general relations of production in general, expressed as a relation between production technology content including the labor of science and technology information form of ownership, the labor of science and technology of the distribution form and science and technology workers activities; at the same time, the relationship between science and technology production also has the characteristics of itself, namely the relationship between science and technology to promote the productivity of science and technology production function composition, play this function can promote the innovation of science and technology achievements efficiently, rapidly into practical productivity.Based on the above analysis, this paper put forward the essence of technology is the current cooperative relations of production form to adapt with the modern science and technology, because it has the characteristics of structure and function of the relationship between science and technology production of content. Science and technology cooperation can reflect the relations of production elements:namely the cooperation reflects the relationship between the production technology of ownership form, activity and distribution form; at the same time, the cooperation can reflect the science and technology relations of production function:namely the cooperation to accelerate the scientific innovation, technological innovation process, engineering innovation, industrial innovation process, thereby promote the transformation of science and technology into practical productive forces, realize the "production", "learning", "research" the parties stand on one’s own innovation and development to the production from the three party joint innovation, so as to achieve synergistic effect of 1+1+1>3.With the guidance of the above-mentioned theory, this paper takes Shenyang City Oriented Cooperative Community Construction to promote science and technology to transform to productivity and the city of Shenyang industry university research cooperative innovation to improve the leading industry richness as an empirical case study, fully embodies the play cooperative function can accelerate the transformation of Shenyang city improving innovation ability and the mode of economic growth, accelerate the construction of National Center City, from a combination of theoretical and practical point of view to further clarify the cooperation become a concrete manifestation of the nature of scientific and technological productive relations adapted to scientific and technological productive forces.
