Research On Strategies And Countermeasures Of Zhoushan-Taiwan Sea Economic Cooperation And Development

Innovating regional cooperation mode of marine economy,deepening connections,exchanges and cooperations with other areas including Taiwan in modern marine industry are not only the proper actions of Zhoushan New Zone acting as the first mover to enlarge opening-up,but also the important mechanism guarantee to deepen marine economy development process in this area.Zhoushan-Taiwan marine economy cooperation and development is helpful to extend these areas' strategic connotation of development,and to promote the cross-strait marine economy integrated innovation and to promote the optimization and upgrading of industrial structure,to participate the economic globalization competition.It is also conducive to setting up the system of dialogue and mutual aid,which bears the characteristics of marine economy,and promoting cross-strait peaceful development.It contributes to giving play to complementary advantages of two areas,enhancing the overall competition of marine economy and obtaining polymerization effect.The differences of marine resources of these two areas provide the preconditions for mutual cooperation.Meanwhile,the complementarity and successive development of these two areas' marine economy also provides realistic possibility for cooperation and development.Relying on the policies,the increasing exchanges of economy and culture also forms a solid foundation for marine economy' s cooperation.Therefore,Zhoushan-Taiwan marine economy cooperation has the realistic possibility and relatively good prospect.Based on analyzing the marine economy's developing situations,problems and cooperation status of Zhoushan and Taiwan,learning from the related theories of regional economic cooperation in domestic and abroad,and the practical experience of the marine economy's cooperation and development between Taiwan and other areas,this article believes that Zhoushan-Taiwan cooperation is faced with three problems:the subjects in cooperation are short of systematic linkage;Enterprises are short of integration advantages;Resource utilization and industrial structure are not reasonable.Using SWOT analytic method,we found that "Four factor driven strategy"," Industrial agglomeration strategy","Industrial transformation and upgrading strategy" should be put into practice.For further development,cooperation plan should be prepared scientifically,to focus on promoting linkage among enterprise,government,Research institution and society group,to focus on promoting the optimize upgrading of marine fishery,port economy,high-tech industries.Prober areas can be selected to build up the "high-tech clusters,tourism industry clusters,commodity trade clusters,fishery trade clusters,logistics industry clusters,financial industry cluster" for the special fund support and the advantages of policy.
