As an important component in operational process of education policy, education policy implementation plays a crucial part in the process from ideal to reality. Ensuring the normalcy of education policy implementation, which is the only means that education policy can be put into practice from ideal, is a lasting pursuit for educational researchers. Over the past three decades since the reform and opening up program, earth-shaking changes have taken place in Chinese educational fields. A series of policy has been put out, and they serve an important role in standardizing the usage of education resources, promoting the development of education and maintaining educational equality. However, it is undeniable that paranormal state, which includes implementation ahead of time and lagging behind, exists in the process of education policy implementation. Thus the existence of this paranormal state leads to many problems, such as the hindrance of effective education policy implementation, increase in the cost, decrease in the achievement, and the harm of authority of education policy. How to look at delay problems in education policy implementation? What is the reason behind it? In what way the side-effects of education policy implementation can be avoided? Research on these problems is an in-depth one about the theory of education policy implementation. Moreover, it is a important breakthrough in giving full play to education policy in reality.Based on the reality, this dissertation gives a overall analysis about the phenomenon of delay, distortion, replacement of education policy in the process of education policy implementation, put forward the phenomenon of delay of education policy implementation, cites many examples in the process of modernization of Chinese education, applies related theories of studies of education policy, economics, politics and management science, confirm that delay problems exist in the process of education policy implementation,poses the normalcy and paranormal state of education policy implementation, defines the evaluation of decay problem of education policy implementation, gives a clear framework about the representations and factors and puts forward solutions based on reality.This thesis is divided into five parts:Introduction mainly explains the origin of the research and the illustration of the thesis, introduces the prospective and methods of the research, comprehensively investigates the achievements and shortcomings of researches that have been done before, puts forward hypothesis of the study, gives a basic framework of the study and states clearly about the character of the study and room for possible innovation.The first part is chapter 1, the content of which is basic concepts. In this part, it introduces core concepts in the process of this study, such as education policy, education policy implementation, delay problems in education policy implementation, which build up a starting point for the this study.The second part is chapter 2, chapter 3, and chapter 4. In this part, it systematically analyses manifestations, judgments and factors of delay problems in education policy implementation, both positive and negative side-effects caused by education policy implementation, defines conscious delay, subconscious delay, dominant delay and recessive delay. What is more, it gives the normalcy and paranormal state of education policy implementation, testifies the existence of delay problems in it education policy implementation. Through a series of examples, it systematically analyses related factors from three perspectives, which are subjects, procedures and environment of education policy implementation.The third part is chapter 5. Combining with humanity theory, system theory, institutional change theory and governance theory, it starts from the reality of education policy implementation and puts forward strategies for relieving delay problems in education policy implementation from the perspectives of improving the execute power, optimizing the execute process and improving the environment of education policy implementation.
