| Technically skilled personnel are indispensable and valuable human resources for the implementation of the talent-powered country strategy,employment priority strategy and innovation-driven development strategy.With the continuous acceleration of China’s industrial upgrading and economic restructuring,the importance of technical and skilled personnel has become increasingly prominent.Sichuan Province proposes to build a modern industrial system with Sichuan characteristics and advantages,which a large number of talents are needed as support.Vocational education,as a type of education that focuses on cultivating technical and technical talents,should make good use of the mode of integration between industry and education to closely meet the needs of the former one,so that the supply of technical and technical talents can better adapt to the industry development.The integration between industry and education requires that the government,the industry,the vocational schools,and enterprises all participate in the training of talents.It conforms to the "initial purpose" of the vocational education,be conducive to gather resources from all parties and more targeted training of technical and skilled talents in need.This article sorts out the status quo and evolution process of the Sichuan Province’s industry-education integration policies,and analyzed the effects and problems of policy implementation.The first part is the introduction,including the research background,literature review and innovation points,which is the preparation for this study.The second part is the concept and theory overview part,which explains related concepts and theories.The third part include the status quo,evolution process and implementation effects of the policy.Then,through data collection,field research,questionnaire surveys,and personal interviews,the article summarizes the problems in policy implementation.It is mainly manifested in that the leading role of policy planning is not fully utilized,the support of capital investment policies is limited,the motivation of the main industry is insufficient,the coordination of policy implementation subjects is poor,the school attitude is positive while the enterprise attitude is negative,and the social recognition is low.Refer to the Smith model,this article analyzes the main reasons for those problems.The reasons are mainly concentrated in insufficient top-level planning,unsound supporting policies and measures,insufficient motivation for enterprises to participate,lack of assessment and incentive mechanisms,and low social recognition.In view of the problems and reasons,this paper puts forward the suggestions from four aspects: improving the policy itself,reforming the principal part of policy implementation,encouraging policy target groups,and optimizing the policy implementation environment.Finally,it summarizes the research of this article. |
