Education has become an important means of vitalizing national economy, and the development of education depends on the educational policy. Educational policy has become the compass and navigation mark of national education . What makes educational policy scientific, democratic and manageable depends upon the development of educational policy, the making of scientific educational policy, the implementation of effective educational policy and the evaluation of reasonable educational policy . The implementation of educational policy is the middle period of the duration of educational policy which takes the critical role forming a connecting link between the proceeding and the following. Educational policy, as an ideology, depends upon the implementation of effective educational policy, and it can be transformed into the materialistic result of the implementation of educational policy. Whereas various conflicts and benefits in the social transforming period are incarnated in the implementation of educational policy, which leads to the ineffective educational policy in China. Sometimes the consequence of educational policy does not conform by the policy-makers' original intention or even runs counter to their desire. The implementation model of educational policy, as a theoretical model, is the abstract generalization of essence and regularity of the implementation of educational policy. It bases on the summary and generalization of the theory and practice of implementation of educational policy, which is helpful in guiding the implementation of educational policy. Educational policy becomes the lever for the government to implement macroscopic regulation on society economic development. So the prerequisite and the only way for the effective implementation of educational policy is to reconstruct for the implementation model of educational policy during the social transforming period.This article mainly consists of three sections in addition to the introduction: Section one concerns the related concepts and theoretical research on the implementation model of educational policy. This section contains Chapter 1 and Chapter 2. Chapter 1 mainly concerns the related concepts on the implementation code of educational policy, first, we interpret what policy and educational policy mean, second we introduce what policy implementation and implementation of educational policy mean;this chapter provides a prerequisite for the definition of the implementation model of educational policy. Chapter 2 mainly concerns the related theoretical research on implementation model of educational policy, interprets the theoretical basic research related to the implementation model of educational policy, including analysis theory of educational policy, Marxist beneficial theory, humanity theory and organization theory. On the whole, the starting-point of thisresearch is the related concepts and theoretical research on the implementation model of educational policy, and it provides the prerequisite and theoretical foundation for the subsequent study.Section two is on the definition of the model of educational policy implementation and the analysis and evaluation of several implementation models of extant educational policy. This section consists of Chapter 3 and Chapter 4. Chapter 3 is about the definition of the implementation model of educational policy, including the connotation of the implementation model of educational policy and the analysis of its constituents. First, we think that the implementation model of educational policy is a dynamic organizational structure, which is the interaction of the executants of educational policy (including administrators, executants and objects of the implementation of educational policy), the implementation institutions of educational policy and the factors influencing them. Secondly, we analyze the constituent elements of the model of educational policy implementation. The "person" factor of the implementation of educational policy mainly consists of three kinds: the administration person of educational administrative institutions such as central authorities, province, municipal government and county, executants of various kinds of school(headmasters, teaching administration person and teachers) and object of the implementation of educational policy;the institutions factor, including educational administrative institutions such as central authorities, province, municipal government and county as well as the related government administrative institutions;the regulation factors of the implementation of educational policy, mainly including the regulations of implementation institutions of educational policy and the regulation environment that influences implementation institutions of educational policy. This chapter is the starting-point of the research and theoretical destination. Chapter 4 mainly concerns the analysis and evaluation of the model for implementation of extant educational policy. This chapter firstly introduces the seven implementation models of educational policy: they are duration model(course model), adjusting to each other model, cycling model, gambling model, system model, comprehensive model, organization model;secondly, through the introduction of the seven implementation models of educational policy we find that the preceding models are constructed from the following four perspectives: the factors affecting implementation of educational policy, implementation principle of educational policy, the course of implementation of educational policy and the ways of implementation of educational policy. This enlightens us when analyzing the model of educational policy implementation, which finds expression in the followings: firstly from the factors affecting implementation of educational policy, secondly from the implementation principle of educational policy;thirdly from the course of implementation of educational policy;fourthly from the ways of educational policy implementation. Since there is deficiency in each of the preceding seven models of policy, we should establish new models ofeducational policy implementation.Section three is on the reflection and reconstruction of the model of educational policy implementation. This section includes Chapter 5 and Chapter 6. Chapter 5 is about the reflection on the model of educational policy implementation in China. We first sort out the evolving history of the model of educational policy implementation in China since 1949 in this chapter;secondly, we analyze the present situation of the model of educational policy implementation in China, Act for Teachers in People's Republic China as the object of case study, and collect the materials and data by interview and investigation method. Then we come to a conclusion that the dominant model of implementation of educational policy is bureaucratic organizational model, in addition, we also analyze the existing problems of bureaucratic organizational model, its detriment and the causes. Chapter 6 is about the reconstruct of the implementation model of educational policy in China. By basing on the analysis of social environment of the implementation model of educational policy in China, we put forward we should reconstruct the implementation model of educational policy in this chapter, that is participating and interacting model. According to the analysis of the existent problems of the implementation model of Act for Teachers in People's Republic of China, we propose the strategies of to construct participating and interacting model from the three main constituent factors: the executors of educational policy, implementation institutions of educational policy and the regulation factors of implementation of educational policy. These strategies includes the following three: first, the constructing strategy of executants of educational policy, the constructing strategy of implementation institutions of educational policy and the constructing strategy of the implementation regulation of educational policy.The logical relationship of the three sections in this article is: Section 1 is on the basic concepts and basic theoretical research, which is the start-point of the research;Section 2 is on the definition of the implementation model of educational policy and the analysis of the extant implementation models, which forms the basis of reflecting and reconstructing new implementation models of educational policy;Section 3 is on being research and ought-to-be research of the model of educational policy, i.e. the existing problems and countermeasures during the implementation of educational policy implementation. So the main idea of this article is the interpretation of the basic theory of the model of educational policy implementation, the summary of the existing problems of extant models of educational policy implementation in China from the perspective of constituent factor and the construct of being models of educational policy implementation, keeping to the integration of theoretical reasoning and logical construct from being research to ought-to-be research.
