The "3:30" problem is a product of China's education,economy and social development at a specific stage,especially in large and medium-sized cities.In order to meet the people's needs for life and education,the Ministry of Education issued the Guidance Opinions of the General Office of the Ministry of Education on Improving After-class Services for Primary and Secondary School Students in February 2017.Since then,all parts of the country have started to formulate and implement the flexible school leaving policy based on the actual situation.Since the practice of flexible school leaving is still in its infancy in China and has not yet established a mature and complete policy system,there are many problems in the implementation of this policy.Therefore,it is of great significance to study the implementation of the flexible leaving policy in primary and secondary schools.This study selected S Primary School in X District,N City as the case study object.Through observation,interview,questionnaire and other methods,this study made an in-depth exploration of the implementation status of the flexible school-leaving policy in S Primary School,and explored the interaction between the government,schools,teachers,parents,students and other subjects as well as the practical problems they face in the implementation process of the flexible school-leaving policy.Based on the theoretical framework of Smith's policy implementation process model,this paper analyzes the policy implementation delays that lead to the failure of the policy goal of flexible leaving school,and then makes attributions to the formation of the delays and puts forward countermeasures.This study finds that the implementation of the flexible school leaving policy at the school level has achieved certain effects,which not only solves the "3:30" problem of a considerable number of parents,but also promotes the comprehensive and personalized development of students to a certain extent.At the same time,there are many obstacles in the implementation of the flexible school leaving policy,such as insufficient support resources,narrowing of school functions,negative awareness and inaction of some teachers,non-standard school leaving system and poor communication between home and school.Based on this,this study combined with Smith's policy implementation process model to summarize the causes of the implementation delay of the flexible school-leaving policy.First,the flexible school-leaving policy itself lacks clarity and policy resources;Second,the main body of policy implementation is driven by different interests,and the quality of executive personnel is insufficient;Third,the policy target group has diversity,short-sightedness and self-interest;Fourth,the policy environment is imperfect and unfriendly.In view of the above reasons,this study puts forward the resolution measures to make the implementation of the flexible school leaving policy more smooth and efficient:improve the content of the flexible school leaving policy,improve the implementation effectiveness of the policy executors,enhance the overall sense of identity of the policy target groups to the flexible school leaving policy and create a good environment for the flexible school leaving policy.
