As an important part of medical practitioners,nurses face a large number of patients every day.Their frequency of contact with patients is far greater than that of doctors.They are responsible for complicated tasks such as treatment,Para-therapy,intensive care,oral care,physical therapy,drug management,medical record management,nursing document management,life nursing,and health education.The quality of their work has a huge impact on the medical level of the entire public hospital and the reputation of the patients.It is an important part of the hospital's core competitiveness.However,due to the ethos of society over the years,the concept of neglecting the role of nurses,such as ‘not with high technique',has become common for nurses,which has led to the non-domination of nurse performance appraisal in hospital management.At this stage,the performance evaluation index system for nurses is mainly to assess the direct indicators such as nurses' work discipline,patient complaints/praise,and work error rate.The workload,job skills,and future development ability have not received enough attention.And the assessment results have no major impact on the income,promotion,etc.of clinical nurses.In general,the average assessment of nurses' assessment system and the application of assessment results have led to the fact that the current assessment of clinical nurses cannot truly reflect the objective quality factors such as work quality,responsibility,workload,and future development of clinical nurses.As a result,the work enthusiasm and learning enthusiasm of clinical nurses cannot be effectively stimulated,and the overall medical level of public hospitals is further limited.This article takes the Grade A hospital Y hospital as the research object,through the actual investigation,uses the questionnaire survey and other methods to study the Y hospital in the clinical nurse performance management aspect,and carries on the analysis to the current situation.According to the results of the analysis,the deficiency of Y hospital in performance appraisal of clinical nurses was found,and a set of clinical nurse performance evaluation index system in public hospitals was in need to be established to meet the current social development status and the goal of medical system reform and development.During the establishment of the assessment index system,it will analyze the job responsibilities of clinical nurses,and use methods such as BSC,KPI,360-degree,and Analytic Hierarchy Process.The index system for the performance evaluation of clinical nurses in hospitals was established in terms of four categories of indicators.They are scientific management indicators,user satisfaction,financial indicators,and capacity development indicators.It will improve the performance management of Y hospital and improve its competitiveness.The research results of the index system can also provide reference for the establishment of the performance assessment index system for clinical nurses in other public hospitals in China.
