As new healthcare reform packages are constantly launched including implementation of such policies as hierarchical diagnosis and treatment policy, zero addition in drugs, zero addition in consumable items, major adjustment of medical service price and so on, a growing number of challenges is confronting public hospitals of traditional Chinese medicine. Faced with increasingly intense rivalry in the medical market and constantly changing medical field, how to rack up survival and acquire development requires that public hospitals of traditional Chinese medicine prioritize hospital management other than boosting its professional technologies and extending its medical market. The most pivotal issue needing to be tackled is low efficiency and blurred strategic goals. To construct a set of scientific and valid performance evaluation system that conforms to its development demands in order to provide guidance on improvement of core competitiveness and upgrading of performance management in public hospitals of traditional Chinese medicines amounts to hunting for a path befitting its own development against all challenges.Following document literature and advice from experts, this thesis analyzes the prevailing performance scheme in Xiamen Hospital of Traditional Chinese Medicine and points out existing issues and inadequacies. Ensuing that, it utilizes the strategic tool of SWOT analysis to summarize and dig into the Hospital's strength, weakness, opportunity and challenge, based on which it clarifies its development strategies. Following balanced score card theory and evaluation models, it portrays the Hospital's strategic map, utilizes Delphic questionnaire survey method, AHP, statistical analysis and other methods for protocol and selection of indexes as well as configuration of weights, and carries out construction of KPI indexes for different Divisions by referring to their respective characteristics and properties before eventually constructing the balanced score card performance appraisal system in Xiamen Hospital of Traditional Chinese Medicine. With respect to enforcement of this performance evaluation system, it conducts analysis on objectives, process and difficulties of implementation, which avails guidance on actual operation of planning and development strategies in Xiamen Hospital of Traditional Chinese Medicine.That this thesis uses the balanced score card and constructs the performance evaluation system in Xiamen Hospital of Traditional Chinese Medicine not only validly spurs performance management in the Hospital and boosts work efficiency, but also makes available practical reference significance to public hospitals with analogous nature.
