Public hospitals are not-for-profit social welfare institutions.They not only undertake the public medical service functions of the society,but also face the need to continuously improve their technology and services to meet the higher public demand for medical care.From the external environment,due to the excessive “marketization” morbidity caused by the reform of the previous medical and health system,public hospitals have some negative social images,which have brought external pressure to the hospital's improved service and quality.At the same time,as the scale of the medical industry continues to expand,the choices faced by the public when they seek medical care are increasing,which intensifies competition among major hospitals.From the perspective of internal management,the operation mode of “medical medicine” in public hospitals should return to the track of public services.However,the failure to establish a scientific and reasonable performance evaluation system or the effective implementation of performance evaluation in the early stage has restricted internal efficiency and quality continuous improvement.In the context of the new round of reform of public hospitals,based on the relevant theory of performance management,this paper selects S hospital as the research object,combines the strategic goals of S hospital and its own status,and uses the basic ideas and methods of balanced scorecard.The performance evaluation index system of public hospitals was constructed and tested to provide a new way to strengthen the internal management of hospitals and improve the performance evaluation of hospitals.The main research work of this thesis includes: Firstly,the current domestic and international related literature is synthesized,the related concepts of public hospitals and performance are clarified,and the feasibility of applying the balanced scorecard ideas and methods in the performance evaluation of public hospitals is analyzed.Then,through the analysis of the current performance evaluation system of S hospital,it is found that the performance evaluation of S hospital has problems such as disconnection from management objectives,deviation from the purpose of new medical reform,and unreasonable setting of indicators.Then,a set of performance evaluation system based on balanced scorecard is designed.Through the analytic hierarchy process,each index and its weight distribution are clarified,and a perfect performance evaluation system is obtained.
