Background: The clinical department director whose comprehensive quality and ability directly affects the construction and development of hospital are the backbone of hospital management especially in clinical management and the main executive body of the strategic decision.But the clinical department director are mostly born in professional and technical personnel,lack of learning and training of systematic management knowledge,different degrees existing lacking leadership ability,managing departments freely,having simple management method or lacking the enthusiasm of department management.Scientific and effective performance evaluation index system of the clinical department director is also an important means to measure the effectiveness of the work of clinical department directors.Evaluate the performance system of the clinical department director objective and fairly through the construction of the comprehensive performance evaluation index system to establish a performance system which is suitable for the development of the hospital and can mobilize the enthusiasm of the clinical department director and help the hospital developing sustainably and promoting the competitiveness.This paper takes the A hospital as an example to build the performance evaluation indexes system of the Clinical Department Director based on in order to improve the comprehensive ability and level of the director,strengthen comprehensive management of the Department so as to enhance the core competitiveness of the hospital and promote the hospital's sustainable development.Purpose: In view of the problems existing in the current Performance Evaluation Indexes System of the Clinical Department Director of A Hospital,This paper uses the Delphi method,does multiple rounds of expert consultation,prefers performance evaluation index and determines the weight coefficient of index at all levels on BSC to build a scientific,fair,practical and operating performance evaluation index system of the clinical department director in A hospital and to make the performance evaluation of clinical department director fair,objective and comprehensive.Method: Document analysis and expert interview are applied to choice the initial indexes of the clinical department director performance evaluation.Delphi is used to select evaluation indexes to establish A hospital performance evaluation index system of the clinical department director by the anonymous way to solicit expert opinion,through repeated information feedback and through a certain statistical methods.Based on the established evaluation indexes,Analytic Hierarchy Process determines the weight coefficient of each index.Results: The evaluation index system for the clinical director in A hospital contains four primary indexes,namely customer dimension,internal business,learning and growth,the financial dimension.This is extended to 12 secondary indicators and 40 tertiary indicators.Weight coefficient of each index will be obtained and the index weight coefficient must satisfy the requirements of the logical consistency.In 2015,the results of the empirical performance evaluation :In the total ranking,the top three are Gynecology One,Gynecology Two,Pediatrics and the last three are Neurosurgery Department,Hematology,Department of Integrated Traditional And Western Medicine.In the customer dimension ranking,the top three are Medical Oncology,Cardiovasology,Orthopaedics and the last three are Department of Nephrology,Obstetrics,Hematology.In the internal business dimension ranking,the top three are Gynecology one,Gynecology two,Cardiovasology and the last three are Department of Integrated Traditional and Western medicine,Otorhinolaryngology,Anorectal Surgery.In the management dimension ranking,the top three are Aediatrics,Gastroenterology,Endocrinology and the last three are Medical Oncology,Department of Integrated Traditional and Western medicine,Hematology.In the learning and growth dimensions ranking,the top three are Orthopaedics,Medical Oncology,General Surgery and the last three are Anorectal Surgery,Department of Integrated Traditional and Western Medicine,Obstetrics.In the financial dimension ranking Gynecology One,Gynecology Two,Obstetrics and the last three are Hematology,Neurosurgery Department,Medical Oncology.The results of the empirical performance evaluation and the actual operation of the various departments of the hospital are basically the same.Conclusion: The paper establishes A hospital performance evaluation index system of the clinical department director based on BSC.The results of the empirical performance evaluation and the actual operation of the various departments of the hospital are basically the same,indicating that the establishment of index system for performance evaluation of the clinical department director in A hospital with reliability.The performance evaluation index system constructed in this paper is scientific,reasonable,feasible,and practical.A fair and objective evaluation of the clinical directors of the hospital will be available using this system.
