Along with the deepening process of medical reform and with wider implementation of comprehensive reform of public hospitals,the public interest nature of public hospitals is continuing recovering.Hospitals should endeavor great effort to optimize both the social functionality and medical service functionality,and to promote the establishment of modern performance index appraisal system,a system is public interest oriented.This paper researches the application of balanced scorecard in W Hospital's performance appraisal system,analyzes the concurrent situation of W Hospital's performance appraisal system,and concludes with necessities and availabilities of the implementation of balanced scorecard in W Hospital performance appraisal systems according to the situation research.Then,this paper appends social responsibilities dimension into the four original dimensions innovatively regarding to the needs of social responsibility fulfillment inspection of public hospitals in our country,to build W Hospital's performance index appraisal system based on five-dimension balanced scorecard.At the end,this paper proposes several improvement avenues based on the analysis result of W Hospitals performance appraisal indices under newly built index system.This five-dimension balanced scorecard based performance appraisal system provides a reference to the building of comprehensive,scientific and reasonable public hospital performance appraisal system.This paper blueprinted the five-dimension balanced scorecard based performance appraisal system by researching massive related documents,then used Delphi method to build the system through questionnaires and individual interviews of experts in respect of the suitability,importance and maneuverability of the performance evaluation indices,to build a scientific performance appraisal index system comprised with 5 dimensions,11 secondary indices and 32 third level indices,along with AHP to determine the weight of each layer and each index and test the logic availability of these weights.Eventually,composite index method,to evaluate the performance of 2013 to 2017 years W hospital utilization evaluation index system of public hospital performance of hospital,pointed out the existing problems in the development,and put forward the corresponding policy suggestions.The five-dimension based performance appraisal index system built for W Hospital is relatively comprehensive.The social responsibility dimension evaluates the fulfillment of hospital social responsibility,this is a response to the call of recovering public hospitals public interest nature under new medical reform background.The chosen indices are scientific,doable and with advantage of long-term stable implementation.the realistic developing status and the performance result under evaluation of five-dimension balanced scorecard based performance appraisal system matches,thus this system is conducive to comprehensively and dynamically assess the development of hospitals,and promote the corresponding improvement measures for hospital managers.
