Objective:(1)This study aimed to build a scientific and comprehensive nursing units performance appraisal system based on balanced scorecard.(2)The weighted TOPSIS method is applied to the performance evaluation of the hospital nursing units by using the constructed indicators system to provide the decision basis for the performance evaluation of the nursing units.Methods:(1)Literature research.Through the literature search,to understand the “Balanced scorecard”,“performance evaluation”,“performance management” and other core concepts to understand the current domestic and international Balanced scorecard theory in the application of nursing performance management,nursing units performance appraisal system construction and application of the situation.(2)Delphi expert consultation method.Through the expert on the importance of indicators assigned to continue to filter performance appraisal indicators,until the experts opinions are consistent.(3)Analytic hierarchy process.The weights of each dimension indicators are determined by constructing the judgment matrix,and the construction of the performance appraisal indicators system of the nursing units are completed by the consistency test.(4)Weighted TOPSIS method.The TOPSIS method was used to evaluate the performance of the nursing units.Compared with the actual situation of the hospital,the feasibility of the performance evaluation method was verified.Results:(1)The performance evaluation index system of the nursing unit based on the Balanced Scorecard is constructed.The system includes four first-level indicators,11second-level indicators and 38 third-level indicators.The evaluation criteria of theevaluation indexes are clarified,and all the indicators are quantified,and the performance work can be quantitatively evaluated,so that the evaluation results can be made accurate.(2)The weights of the first-level indicators are from high to low are: internal processes(0.3462),customers(0.3462),learning and growth(0.2094),finance(0.0982).(3)The weighted TOPSIS method is used to evaluate the performance of the nursing units,which is consistent with the actual situation of the hospital,which makes the method more feasible in practical use.Conclusion:(1)The performance appraisal indicators system is credible,scientific and operable based on the Balanced scorecard.(2)The results of empirical evaluation and nursing units actual situation are basically consistent.
