With the implement of reform and opening policy,the health care system also develops rapidly under rapid development of social economy.In the past,the development of public hospitals are based on the government's financial support.For the development of the market economy in modern society,the government is widening the management of the public hospitals gradually,and decreasing the input,under this background,which requires the public hospitals achieve their healthy development by themselves.Under this background,performance management as a new management concept has drawn the attention of the public hospitals and put it into the management.However,there is no clear and full understanding of the performance management before it is introduce,it doesn't have an expected effect it has been successful in many aspects,but still has disadvantages.For example,it is interest-oriented on the performance assessment index,and simply uses it into the allocation of the bonus,and not fully develops the performance assessment,it causes the performance management becomes an important way to get profits for hospitals,and the function of performance management couldn't be achieved.Therefore,increasing the understanding of the performance management in the present state of the public hospitals,and finding solutions to the above problems,this article chooses the JFJ hospital as the research object,and analyzes the present situation of the performance management,at the same time expanding on the problems and disadvantages in this hospital,the article describes the new performance management.First,do sorting of literature,the article analyzes the basic situation at home and abroad and makes an illustration of the concepts of performance management,including performance,performance management,analyzing the basic principles of BSC.After making an analysis of the performance management of JFJ hospital,with the problems that performance management equals performance assessment,insufficient communication,and improper performance assessment index design,the article rebuilds the performance management system based on BSC,using the specialist consultation and AHP to make sure BSC weight and giving target value.At last security measures on how to improve JFJ hospital performance management system is taken.According to the specific situation of JFJ hospital,the article offers a hospital assessment system.This system is built for the specific situation of the hospital,and much targeted.Under the market economy,it's important to strengthen the hospitals' competition.Besides,through the research of the article,it can provide a referent value for the building of the performance assessment system of the hospital.
