County Innovation And Entrepreneurship Service System During The 14th Five-Year Plan Period

In recent years,the country has attached great importance to innovation and entrepreneurship.In 2014,Premier Li Keqiang of The State Council proposed "mass innovation and entrepreneurship",and innovation and entrepreneurship have become the engine of industrial development and technological innovation.In the Fifth Plenary session of the 19 th CPC Central Committee,the CPC Central Committee adopted the Proposal on Formulating the 14 th Five-Year Plan for National Economic and Social Development and the long-term Goals for 2035,which clearly stated that innovation-driven development should be adhered to.Then,the twenty National Report of the Party includes innovation and entrepreneurship into the national strategy and emphasizes the core position of innovation in the overall modernization drive,which fully demonstrates the importance of innovation and entrepreneurship.The county is the smallest urban unit in the country and the basic unit of the national economy.We must earnestly and comprehensively implement the policies and guidelines of the state and thoroughly promote innovation and entrepreneurship within the county.In the new development stage of the 14 th Five-Year Plan period,how to optimize the service system of innovation and entrepreneurship at the county level and stimulate the vitality of innovation and entrepreneurship in the region is particularly important.In this context,this paper firstly analyzes and discusses the relevant researches on the county innovation and entrepreneurship service system at home and abroad,and expounds and defines the characteristics and connotation of the county innovation and entrepreneurship service system on the basis of the elaboration of the county innovation and entrepreneurship service and other relevant theoretical concepts,and relying on the theoretical basis of innovation ecosystem.Taking Jinzhou City,Shijiazhuang City,Hebei Province as an example,this paper analyzes the problems existing in the current county innovation and entrepreneurship service system by means of questionnaires,interviews and discussions.Through the investigation and research,it is found that the innovation and entrepreneurship service system of Jinzhou mainly has problems such as insufficient government financial investment in science and technology,insufficient supply of high-quality achievements,insufficient service ability of scientific and technological achievements transfer and transformation,insufficient scientific and technological innovation ability of enterprises,insufficient accumulation of innovative talents,and insufficient quality of business environment.Based on Jinzhou City,this paper actively compares the standard and table,learns from the experience of domestic advanced cities,and preliminarily assumes the optimization of innovation and entrepreneurship service system in Jinzhou City during the "14th Five-Year Plan" period.During the 14 th Five-Year Plan period,the optimization framework of innovation and entrepreneurship service system in Jinzhou should focus on the theme and primary task of high-quality development,fully mobilize the initiative of "government,enterprises and the masses",and actively build a "4+1" multi-linkage innovation and entrepreneurship service system,namely: Four systems,namely policy support system,business incubation and cultivation system,innovation technology support system and financial security system,should be actively constructed to continuously strengthen the sense of identity of the whole society for the concept of "innovation and entrepreneurship" and enhance the participation of the masses in innovation and entrepreneurship in the county.Based on the reality of the 14 th Five-Year Plan period,based on the government,enterprises,universities and research institutes,science and technology intermediaries,financial institutions,the masses and other subjects,this paper puts forward suggestions on the optimization of Jinzhou county innovation and entrepreneurship service system,which not only has certain reference value for Jinzhou to improve the potential and strength of county economic and social development.For other counties also has certain reference significance.
