In recent years,China’s national innovation system has been improved day by day.Starting from deepening the reform of the scientific and technological(S&T)system and building an open innovation ecology,China has broken many institutional constraints that previously restricted the development of S&T innovation,and fully released the vitality of S&T innovation development,so as to meet the new requirements and new trends of high-quality economic growth.However,from the perspective of reality,there are still many problems in the research on the driving effect of S&T innovation on high-quality economic growth that have not been deeply analyzed,resulting in the failure of the supporting and promoting effect of S&T innovation to play its maximum role.In general,the technological supply of S&T innovation cannot meet the demand of the new era of economic development.Also it’s difficult to achieve the goal of building a modern power by relying on the three regional innovation and development engines.Therefore,this’s an urgent problem to explore the driving mechanism of S&T innovation on high-quality economic growth,and to clarify the time-varying and spatial distribution of the driving effect of regional S&T innovation on high-quality economic growth.This paper analyzes the cyclical fluctuation mechanism of S&T innovation driving high-quality economic growth with the help of the kernel of Schumpeter’s innovation cycle interpretation idea,and systematically analyzes and explains the stage evolution process of scientific and technological innovation driving highquality economic growth.Secondly,the synthetic index analysis method is used to generate the S&T innovation prosperity index and the economic high-quality growth prosperity index,which are used to measure the cyclical fluctuation index and spatial distribution state of the two,and to clarify the characteristics of the short and medium cycle fluctuation of S&T innovation and the economic high-quality growth.Furthermore,based on the panel data of 30 provinces in China,the TVPVAR model and spatial dynamic econometric model are used to demonstrate the time-varying and spatial effects of S&T innovation driving high-quality economic growth from the perspectives of time and space,and the structural index of S&T innovation and high-quality economic growth is constructed.This paper discusses the driving effect of the internal hierarchical structure of the high-quality growth of S&T innovation economy.Finally,this paper makes a comparative analysis and model verification on the cyclical fluctuation characteristics,distribution dynamics,regional differences,time series characteristics and spatial driving effect of S&T innova-tion and high-quality economic growth in China’s eight comprehensive economic zones.The main conclusions are as follows:(1)High-quality economic growth is formed by the synergy of multiple factors such as science and technology,capital,infrastructure and institutional environment,and has the four basic characteristics of stable growth,excellent structure,high efficiency and high benefit.The cyclical fluctuation of high-quality economic growth driven by S&T innovation refers to that the fluctuation of S&T innovation activities leads to the cyclical movement of rising and falling economic scale,structure,efficiency and effect,which is influenced by market demand,policy environment,infrastructure and labor force,and has the characteristics of repeatability,diversity,accumulation and asymmetry.At the same time,according to the evolution process of S&T innovation-driven high-quality economic growth,it can be divided into three stages:initial,transition and stable development.The initial stage includes the identification,aggregation and coordination of regional S&T innovation activities;The transition stage includes the embedding,symbiosis and integration of the driving effect of S&T innovation;The stable stage refers to the lock-in,involution and circulation stage of the high-quality economic growth driven by S&T innovation within and between regions.(2)Based on the perspective of prosperity,the evaluation framework of S&T is constructed from the three dimensions of Process-Structure-Time of innovation,and the evaluation system of high-quality economic growth is constructed from the four dimensions of scale-structure-efficiency-benefit.On this basis,this paper quantitatively measures the periodicity and volatility characteristics of S&T innovation and high-quality economic growth,and corroborates the theoretical view that S&T innovation and high-quality economic growth have medium and short cycle.Then,by using the Kernel density distribution curve and spatial Markov transition probability matrix,the dynamic distribution and spatial-temporal evolution trend of S&T innovation and high-quality economic growth are grasped,and the distribution pattern of regional S&T innovation and high-quality economic growth and the probability of their transfer to a better level under different development levels are clear,which can effectively monitor the level of regional coordinated development.And timely avoid the risk of its downward development.(3)From the perspective of time and space,the empirical analysis of China’s 30 provincial panel data from 2001 to 2020 shows that the driving effect of S&T innovation on high-quality economic growth has a lag period of about three periods,which is nonlinear and time-varying.And it decays with the extension of lag time.The goodness of fit of the semi-parametric spatial effect model with the endogenous spatio-temporal weight matrix of latitude and longitude geographical distance matrix is relatively good,and the spatial effect of S&T innovation on high-quality economic growth is "positive-negative-positive" "N" curve.(4)Based on the input and output of scientific and technological innovation and the scale,structure,efficiency and benefit of high-quality economic growth,the structural index system of S&T innovation and high-quality economic growth is constructed,and the objective weighting method is used to synthesize the structural index of S&T innovation and high-quality economic growth,and then the actual effect of S&T innovation driving high-quality economic growth is measured and studied through TVP-VAR model.Then we will have a deeper understanding of the deep-seated structural problems of S&T innovation driving high-quality economic growth.(5)From the perspective of short and medium cycle fluctuation characteristics,distribution dynamics and driving effect,this paper analyzes the characteristics and differences of the driving effect of S&T innovation on the quality of economic growth in China’s eight comprehensive economic zones,verifies the validity and scientific nature of the model,and grasp the different development trends of the high-quality economic growth driven by S&T innovation in the eight comprehensive economic zones.This paper provides policy reference for our country to effectively deploy regional innovative development strategy and solve the problem of unbalanced regional development.
