Theoretical And Empirical Research On Scientific And Technological Innovation Supporting The High-quality Development Of China's Economy

China's economy has shifted from a high-speed growth stage to a high-quality development stage,which is a significant feature of economic development since socialism with Chinese characteristics entered the new era.This feature provides a realistic foundation and basis for determining the fundamental requirements for development ideas,economic policies,and macro-control for the present and future periods.Among the many factors that affect the high-quality development of the economy,scientific and technological innovation is essential.It's proved that scientific and technological innovation is the core driving force of long-term economic growth and sustainable development,and the key to promote the transformation of economic development mode,and the important foundation for achieving national strength,and the important guarantee for resistance to public events such as "black swan" and "gray rhino" and for maintaining stable economic and social operations.In recent years,with the great attention of the central government,the institutional barriers restricting scientific and technological innovation have been continuously broken down,and the vitality of innovation has been effectively stimulated,which lead to that China's scientific and technological strength has reached a new level,and China has already possessed the foundation to achieve leapfrog development and become a world scientific and technological innovation center.However,from the perspective of actual performance,scientific and technological innovation has failed to release sufficient “dividends” and give due support to the high-quality development of China's economy,such as that there is a low contribution rate of scientific and technological innovation compared with developed countries,the core key technologies are still subject to other countries,the phenomenon of separation of production,teaching and research still exists,the transformation and industrialization of scientific and technological achievements is relatively slow,the industrial structure is upgraded slowly,and the industry chain has been in a “low-end locked” state for a long time.Generally speaking,the technological supply cannot effectively meet development needs,and there is a structural contradiction between technological supply and demand,which forms a "technological progress trap".When high-quality economic development has become a diligent goal in China's future,the mechanism analysis,problem identification,and countermeasure research based on the transition background of scientific and technological innovation supporting high-quality economic development have become the original intention and aim of this thesis.Firstly,the thesis builds a theoretical analysis framework for scientific and technological innovation supporting the high-quality development of economy,and then analyses the general logic mechanism and transmission mechanisms,and puts forward three propositions of the supporting mechanisms on production efficiency,economic structures and development mode;secondly,it measures the actual performance of China's scientific and technological innovation from 1990 to 2017 with multivariate statistical analysis methods comprehensively,as well as proposes an improved DEA analysis method which is CDEA model,and uses this method to evaluate the efficiency of China's scientific and technological innovation from 2013 to 2017,based on which to clarify the influencing factors at the current stage;thirdly,it analyses theoretically and empirically of the mechanisms of scientific and technological innovation supporting the high-quality development of China's economy from the perspective of economic structure and development mode;finally,under the realistic background of China's economic transformation and economic development stage transition,it proposes three “transitions” that promote scientific and technological innovation supporting the high-quality development of China's economy.The main contributions of this thesis are as follows:(1)In terms of the analysis framework,based on the realistic background of China's economic transformation and economic development stage transition in the new period,it builds a logical framework for analyzing scientific and technological innovation supporting the high-quality development,within which it integrates scientific and technological innovation,efficiency improvement,structural change,and development mode's change,so as to systematically analysis scientific and technological innovation supporting the high-quality development of economy;and then it builds a four-stage full-chain model of scientific and technological innovation,with which it defines the connotation of scientific and technological innovation from the perspective of process and result.(2)In terms of measurement methods,it innovatively improves the traditional DEA method to construct the CDEA model,so as to overcome the one-sidedness of traditional DEA,and evaluate innovation performance from a comprehensive perspective.(3)In terms of countermeasures and suggestions,based on the realistic background of the international innovation environment,according to the principles of systematization,coordination and coupling,China 's economic transformation,and the transition of economic development stages,a “trinity” system of transition strategy for the “model-path-policy” of scientific and technological innovation is built.The core of the system is “transition” and the logical level is that “path” implementation is the implementation of "mode" selection,and at the same time provides the guarantee for "mode",and the "policy" formulation is the implementation of "path" implementation,and at the same time provides the guarantee for "path".The foothold of economic development lies in the pursuit of the realization of the ultimate value of mankind,which is a constant leap in the philosophy of economic research,and also continuous progress of economic practice evolution.High-quality economic development is an advanced state of economic development.The fundamental purpose of this research lies in providing a logical and self-consistent analysis framework for scientific and technological innovation to support high-quality development,and exploring the "symptomatic medicine" for scientific and technological innovation to effectively support high-quality development of economy.From a new starting point,through development thinking,path and decision-making in accordance with the situation,we can firmly promote China's high-quality development and the road of power,as well as put forward “Chinese plan” for the high-quality development of the world economy.
