Research On The Influence Of Scientific And Technological Innovation Investment On The High-Quality Development Of Our Economy

In the report of the 20 th National Congress of the Communist Party of China,General Secretary Xi Jinping pointed out that it is necessary to improve the scientific and technological innovation system,optimize the allocation of innovation resources in my country,improve the overall efficiency of scientific and technological innovation resource investment,continuously tap the potential advantages of innovation resources,stimulate innovation enthusiasm,and help improve innovation efficiency.The main contents of this thesis are as follows: first,it combs and summarizes relevant researches on scientific and technological innovation input,high-quality economic development and the impact of scientific and technological innovation input on high-quality economic development.On this basis,it defines the three core concepts of scientific and technological innovation,scientific and technological innovation input and high-quality economic development to provide theoretical support for empirical research.Secondly,on the basis of the existing research,this thesis analyzes the influence mechanism of linear effect and nonlinear effect of scientific and technological innovation input on high-quality economic development,and makes scientific and reasonable research hypothesis,which provides the basis for the establishment of the corresponding measurement model in the following thesis.Thirdly,the evaluation index system of scientific and technological innovation input level and high quality economic development index is constructed according to the principles of scientificity and operability.The development level index of both is obtained by using entropy method,and the spatio-temporal characteristics are deeply analyzed,and the shortcomings of current development are preliminarily pointed out.Fourthly,the econometric model is used to empirically analyze the influence of scientific and technological innovation input on high-quality economic development and its mechanism,so as to draw relevant research conclusions.Fifth,based on the empirical results,the thesis refines the research conclusions,puts forward feasible policy recommendations,and indicates the shortcomings of the current research and the areas that can be improved in the future research.The main conclusions of this thesis are as follows: First,during the period of the study,the input of science and technology innovation resources in all regions increased year by year,but the gap between the eastern and western regions was also increasing,showing an overall pattern of "high in the east and low in the west".Second,from 2011 to 2020,the overall growth rate of the high-quality economic development index in all regions was greater than zero,and only a small part of the regional high-quality economic development index decreased slightly due to the impact of the COVID-19 epidemic in 2020.Although the gap between the high quality economic development index of central and western China and Northeast China and the eastern region is gradually narrowing,the catch-up effect is obvious,but the gap is still large.Third,the input of science and technology innovation has a significant boosting effect on high-quality economic development,with weak lag effect and large regional heterogeneity.Fourthly,the influence of scientific and technological innovation input on high-quality economic development presents an inverted U-shaped nonlinear effect relationship.With the increase of scientific and technological innovation input,its influence on high-quality economic development presents a trend of first rising and then declining.This dynamic effect is not only related to the level of scientific and technological innovation input,but also related to the regulating effect of the development level of the Internet.It shows that the higher the penetration rate of Internet users,the greater the impact of scientific and technological innovation investment on high-quality economic development,but there is a certain reasonable range.Based on the empirical results,the following suggestions are put forward: First,rationally expand the input of scientific and technological innovation resources to promote high-quality economic development.In terms of investment in scientific and technological talents,we will ensure the supply of talents for high-quality economic development and inject fresh blood into high-quality economic development by accelerating the pace of "increasing the number and quality" of scientific and technological talents.In terms of financial investment in science and technology,a diversified financial system for science and technology innovation,dominated by government financial investment in science and technology,dominated by enterprise independent research and development investment,and supported by financial capital and private capital,should be established to ensure financial support in the process of high-quality development.In terms of the construction of scientific and technological innovation platform,for the eastern region,the government should focus on promoting and improving the construction of the industrialization platform of scientific and technological achievements,improve the transformation efficiency of scientific and technological achievements,so that scientific and technological achievements can meet the needs of the market and promote the high-quality development of the economy.The main task of the western region is to plan the platform of scientific and technological innovation as a whole and to solve the key technical problems that our country faces in the process of industrialization of scientific and technological innovation.Second,build an "Internet Plus innovation and entrepreneurship" platform to efficiently integrate existing scientific and technological innovation resources.Under the leadership of the government,we will build an "Internet Plus innovation and entrepreneurship" platform,promote low-cost sharing of scientific and technological innovation information,rapidly gather resources for scientific and technological innovation,and boost high-quality economic development.Third,we should promote the free flow of scientific and technological innovation resources among different regions to improve the economic benefits of resource utilization.
