| The report of the 19 th National Congress of the Communist Party of China pointed out that "the main contradiction in my country’s society has been transformed into the contradiction between the people’s ever-growing needs for a better life and unbalanced and insufficient development","my country’s economy has shifted from a stage of high-speed growth to a stage of high-quality development".High-quality development is a higher-level development stage following high-speed growth.The transition from high-speed growth to high-quality development reflects the development law of China’s economy from quantitative to qualitative changes."Turned" rather than "turning" shows that China has not yet fully achieved high-quality development,and is in the process of transitioning from high-speed growth to high-quality development.High-quality development is development driven by innovation."If we seize innovation,we will seize the ’bull nose’ that affects the overall economic and social development." Scientific and technological innovation is the foundation and guidance of other kinds of innovation,the core of comprehensive innovation,and "the strategic support for improving social productivity and comprehensive national strength,which must be placed at the core of the overall national development".At present,China and other countries in the world are in a period of important strategic opportunities when a new round of technological revolution is about to unfold,and global technological competition is increasingly intensifying,"Whoever takes the first move of technological innovation will be able to take the lead and win the advantage." More than ever,China needs to accelerate technological innovation and give full play to its driving role in economic development.Therefore,it is of great practical significance to study how scientific and technological innovation drives the high-quality development of China’s economy.This article expands in order from abstract to concrete:At the abstract level,by studying and comparing the relevant research results of Marxist economics and evolutionary economics on the drive of economic development by scientific and technological innovation,this paper builds a theoretical analysis framework based on the mechanism of interaction between scientific and technological innovation process and economic development process,and the main line of which is that major social contradictions determine the path of economic development,based on Marxist political economics and the research of evolutionary economics.In this analysis framework,scientific and technological innovation and economic development are presented as a multi link and parallel circular process: The two links of innovation activities and innovation transformation are connected and upgraded progressively and circularly to form the process of scientific and technological innovation,and economic development is a process in which the movement of contradictions between productive forces and production relations,economic foundation and superstructure constantly promotes the transformation of major social contradictions and requires the transformation of the path of economic development.The path of economic development is specifically composed of three factors: power,efficiency and quality.Power determines efficiency,while efficiency determines quality.Specifically,scientific and technological innovation drives economic development through dynamic mechanism,efficiency mechanism and quality mechanism,and innovative activities build the driving force of economic development by determining the production technology system,and innovation transformation improves the efficiency of economic development by forming industrial systems with different efficience.In short,scientific and technological innovation improves the quality of economic development through deep integration with economic and social development.This paper’s research on the problem of scientific and technological innovation driving China’s high-quality economic development is based on the above logic.On a concrete level,this paper adheres to Marx’s methodology of historical materialism and dialectical materialism,and put the above theoretical logic into the historical retrospection,realistic discussion and future outlook of China’s economic development.At the same time,this paper adheres to the system view and the overall view of evolutionary economics,absorbs the relevant research results of evolutionary economics on the evolution of technology economy paradigm,global science and technology diffusion,technology system symbiotic evolution and national innovation system,and specifically discusses the problem of science and technology innovation driving high-quality economic development in China by grasping the laws of interaction and synergistic evolution of scientific and technological innovation and economic development.First,this paper analyzes the historical logic of scientific and technological innovation driving China’s rapid economic growth from the perspective of China’s past aggregate social major contradictions,and answers the question of how scientific and technological innovation can lead China’s economy to achieve rapid growth.The reason why this study wants to analyze the situation of high speed economic growth driven by scientific and technological innovation is that high speed growth is the premise and foundation of high-quality development.Only by solving the problem of "insufficient total quantity" through high-speed growth can we continue to solve the problem of "low quality" through high-quality development,Scientific and technological innovation drives rapid economic growth and high-quality economic development,which has theoretical logic consistency and practical process relevance.Secondly,based on the era background of the transformation of major social contradictions in China from aggregate contradiction to structural contradiction,this paper analyzes the mechanism of scientific and technological innovation driving the transformation of China’s economy to high-quality development,and answers the question of how scientific and technological innovation can promote the transformation of China’s economy to high-quality development by promoting dynamic change,efficiency change and quality change.Thirdly,according to the new development concept,the paper analyzes the realization path of China’s high-quality economic development and the role played by scientific and technological innovation in this path,and answers the question of how scientific and technological innovation can drive China’s economy to achieve high-quality development in the end by influencing the formation of development power,improving development efficiency and improving development quality.This paper includes seven parts: The first part(Chapter 1 and Chapter 2)is the introduction,definition and theoretical basis.The second part(Chapter 3)constructs the theoretical framework of the full text analysis on the basis of theoretical comparison and reference.The third part(Chapter 4)is a historical analysis,discussing how scientific and technological innovation drives China’s economy to achieve rapid growth.The analysis of this part takes the formation and transformation of the aggregate contradiction as the starting point and foothold.First,it analyzes the process of the development of China’s following innovation activities and the generation of factor input production technology system as the basis for economic development;Secondly,it analyzes the process that the factor input production technology system forms the traditional industrial system dominated by industry through innovation transformation as the carrier of China’s economic development efficiency;Finally,it analyzes the process of the basic experience of scientific and technological innovation leading China’s rapid economic growth,successfully solving the aggregate contradiction and forming a national system of scientific and technological innovation.The fourth part(Chapter 5)is the analysis of the transformation mechanism,which is to discuss how scientific and technological innovation drives the transformation of China’s economy to high-quality development on the basis of historical analysis.The analysis of this part starts from the transformation of the major social contradictions in China from the total contradiction to the structural contradiction of unbalanced and insufficient development.First,it analyzes the process of China’s innovation activities from the following type to the parallel type,and then generates a knowledge input production technology system to lead the dynamic change;Secondly,it analyzes the process of knowledge input production technology system forming a service-oriented and advanced modern industrial system through innovation and transformation to lead efficiency change;Thirdly,it analyzes the process of in-depth integration of scientific and technological innovation and economic and social development leading the quality change of products,enterprises,industries,regions and national development;Finally,combined with case analysis,the paper summarizes the difficult problems in the transformation of China’s economy to high-quality development driven by scientific and technological innovation.The fifth part(Chapter 6)is quantitative analysis,which analyzes the quality change trajectory of science and technology innovation and the driving effect of science and technology innovation on the economic development to the high quality.Firstly,the index system of technology innovation quality evaluation is established,and the entropy method is used to comprehensively measure the quality of technology innovation in China from 2000 to 2020,and the changes and coupling and coordination of the internal parts of technology innovation are analyzed.Secondly,the quantitative relationship between the quality of scientific and technological innovation and the quality of economic development is tested empirically through the time series model,and the driving effect of scientific and technological innovation on the transformation of China’s economy to high-quality development is analyzed.The sixth part(Chapter 7)is the realization path analysis,on the basis of the transformation mechanism analysis to discuss the scientific and technological innovation driven China’s economy to achieve high-quality development path.Firstly,it analyzes the realization path of China’s high-quality economic development according to the new development concept,including building new development impetus through comprehensive innovation,improving development efficiency through structural optimization and improving development quality through enhancing sustainability.Secondly,combined with the development practice since the 18 th National Congress of the CPC,it analyzes the specific mechanism and effect of scientific and technological innovation in the above paths.Finally,it points out the realistic challenges facing China’s economy to achieve highquality development driven by scientific and technological innovation.The seventh part(Chapter 8)is the conclusion,policy suggestions and prospects.It summarizes the main conclusions of this paper,gives seven corresponding policy suggestions for the seven problems raised in the analysis of Chapter 5 and Chapter 7,and looks forward to the follow-up research.This paper demonstrates four main conclusions: First,scientific and technological innovation is the core driving force of economic development,which is mainly reflected through the power base,efficiency carrier and quality performance that determine or affect the path of economic development.Second,at the stage when the main social contradiction is manifested as a total contradiction,"quantity first" is the basic guidance of the economic development path.Scientific and technological innovation has formed the dynamic foundation and efficiency carrier of China’s economic development through the generation of factor input production technology system and the formation of traditional industrial system dominated by industry,leading and driving China’s economy to achieve rapid growth and successfully solving the total contradiction.Third,the transformation of major social contradictions requires the transformation of the path of economic development,so as to promote the transformation of the economy to high-quality development,including the realization of three major changes: power,efficiency and quality.Scientific and technological innovation leads the dynamic change by generating knowledge input production technology system;Lead the efficiency change by forming a service-oriented and advanced modern industrial system;Lead quality change through deep integration with economic development.Fourth,according to the requirements of the new development concept,the path to achieve high-quality development of China’s economy is to build a new driving force for economic development through comprehensive innovation,improve the efficiency of economic development through structural optimization,and improve the quality of economic development through enhancing sustainability.Scientific and technological innovation is the main line that runs through this path.Grasp scientific and technological innovation,strengthen scientific and technological innovation and comprehensive innovation The linkage mechanism between structural optimization and enhancing sustainability is the key to achieving high-quality development.There are four possible innovations in this paper:First,it constructs a Marxist analysis framework that scientific and technological innovation drives economic development.Based on Marxist political economics and drawing on the analysis results of evolutionary economics,this paper constructs a theoretical analysis framework that takes the main social contradictions as the main thread to determine the path of economic development,and the process of scientific and technological innovation and economic development interact through three mechanisms: power,efficiency and quality.The analysis framework takes the main social contradictions as the starting point and the solution of the main social contradictions as the end result,runs through the economic development path,and links the key to promoting high-quality development-power change,efficiency change,quality change and scientific and technological innovation,enhancing the comprehensiveness and integrity of the analysis.Second,according to the transformation process of major social contradictions,the problem of high-quality development of China’s economy is divided into two analytical levels: "transformation" to high-quality development and "realization" of high-quality development.From a global historical perspective,with the help of the power efficiency quality mechanism,this paper explains the specific forms,characteristics and trends of the interaction between scientific and technological innovation and economic development in the three processes of China’s rapid economic growth,the transformation to high-quality development and the realization of high-quality development.This is not only the application of Marx’s historical materialism methodology,but also highlights the generality and explanatory power of the analysis logic of this paper.Third,the new development concept was organically integrated into the discussion on the path of high-quality economic development in China,highlighting the overall role of scientific and technological innovation.Specifically,according to the concept of "innovation",it is pointed out that scientific and technological innovation leading comprehensive innovation is a new way to shape the driving force of economic development,and according to the concepts of "coordination" and "openness",it is pointed out that scientific and technological innovation promoting the optimization of economic structure and the optimization of open structure is a new way to improve the efficiency of economic development,According to the concepts of "green" and "sharing",it is pointed out that scientific and technological innovation is a new way to improve the quality of economic development by enhancing the sustainability of ecological environment and social development,so as to integrate the new development concept with the power efficiency quality mechanism.It not only strengthens the timeliness of research,but also demonstrates the scientificity of the new development concept based on the active reaction of production relations to productivity and superstructure to economic foundation.Fourth,in terms of methodology,we should take Marx’s historical materialism and dialectical materialism methodology as the main body,draw on the system view and holistic view of evolutionary economics,grasp the law of interaction and coordinated evolution between scientific and technological innovation and economic development,specifically analyze the problem of high-quality economic development driven by scientific and technological innovation,which reflects the openness of Marxist
