The report of the 20 th CPC National Congress pointed out that science and technology must be the first productive force,talent the first resource and innovation the first power.With the turn of my country’s economy to a high-quality development stage,the Party Central Committee with Comrade Xi Jinping as its core attaches great importance to scientific and technological innovation work and places scientific and technological innovation in an important position in the overall national development.Today,in the new journey of comprehensively promoting the great rejuvenation of the Chinese nation with Chinese path to modernization,China’s economic and social development and improvement of people’s livelihood need more scientific and technological solutions than ever before,and more need to strengthen innovation as the first driving force.Although China has entered a stage of high-quality development,whether in terms of technological innovation or economic and social development,the central and western regions are lagging behind the eastern regions,presenting a characteristic of unbalanced development.As an old revolutionary base,Jiangxi is located in the central part of China and belongs to an economically underdeveloped region in China,and the development of scientific and technological innovation lags behind economic development,so its role in promoting the economy has not been fully played.Since the 18 th National Congress of the Communist Party of China,General Secretary Xi Jinping has repeatedly inspected the six provinces in the central region and emphasized the significance of scientific and technological innovation in promoting the rise of the central region.During the inspection of Jiangxi in person,the General Secretary put forward the request of Jiangxi’s "demonstration of the high-quality development of the revolutionary old districts and the courage to promote the rise of the central region".As the capital city of Jiangxi Province,Nanchang has unique advantages in terms of geographical location,transportation conditions,and cultural heritage,with huge development potential,and is of great significance in promoting high-quality development in the central region.However,compared with other provincial capital cities in the central region,Nanchang still has a gap in technological innovation and economic development.How to transform the policy pressure of high-quality economic development into a realistic driving force for economic growth through promoting technological innovation is not only an important task facing the current government,but also a theoretical proposition urgently needed to be studied by the academic community.Therefore,this thesis focuses on the underdeveloped areas in central China,from the perspective of high-quality development as the starting point,and takes the scientific and technological innovation capability of Nanchang City,which is oriented to high-quality development,as the research object,and puts forward the research ideas of this thesis on the basis of sorting out the existing domestic and foreign literature.By expounding the basic concepts of high-quality development,technological innovation and regional technological innovation capabilities,it is based on Schumpeter’s innovation theory,regional innovation system theory and public goods theory.Combined with the analysis and grasp of the development status of Nanchang’s scientific and technological innovation capabilities,by referring to the existing literature and consulting relevant experts,a set of four scientific and technological innovation basic capabilities,technological innovation input capabilities,technological innovation output capabilities and technological innovation benefit capabilities has been constructed.Dimensional evaluation index system of scientific and technological innovation capability for high-quality development.Combined use of Analytic Hierarchy Process(AHP)and entropy method to comprehensively evaluate and analyze the scientific and technological innovation capabilities of Nanchang City for high-quality development from two dimensions,horizontal and vertical,and found that Nanchang City has weak basic conditions for scientific and technological innovation and strong investment.Insufficient,low level of output and development constraints that need to be improved.Finally,the thesis proposes to work hard for a long time to consolidate the basic capabilities of scientific and technological innovation;continue to make efforts to increase investment in scientific and technological innovation;take multiple measures to improve the efficiency of scientific and technological innovation output;green development,continue to strengthen ecological and environmental protection;coordination and linkage to promote high-quality development of scientific and technological innovation and other improvement strategies are expected to improve Nanchang’s scientific and technological innovation capabilities and make the "key variable" of scientific and technological innovation become the "maximum increment" of Nanchang’s high-quality leap-forward development.
