Since reform and opening up,China’s economy has witnessed a "growth miracle",which is the result of China’s economic participation in the global division of labor system and the result of factor-driven development mode.Entering a new stage of development,China’s economy urgently needs to be innovation-driven to achieve high-quality development,especially to think and construct the mechanism and path of scientific and technological innovation to regional economic development from the perspective of both macro-orientation and micro-logic innovation ecosystem.Theoretically,innovation ecosystem is the "upgraded version" and "future type" of the impact of technological innovation on regional economic development,which represents the path of innovation elements from single variable driven to systematic complex from the perspective of system theory.Therefore,it is of practical and theoretical value to study the impact of technological innovation on regional economy in the context of innovation ecosystem.Based on the above background,this paper attempts to see the relationship between scientific and technological innovation and regional economic development from the perspective of innovation ecosystem,and constructs the theoretical framework of scientific and technological innovation and regional economy under the background of innovation ecosystem,comprehensively analyzes and deeply examines the influence mechanism and empirical relationship between scientific and technological innovation and regional economy under the background of innovation ecosystem.In addition,the experience of establishing innovation ecosystem and promoting regional economic growth is systematically summarized,and corresponding policy suggestions are put forward.The main content and the innovation of this paper is reflected in the following aspects:(1)This paper builds a theoretical framework model of technological innovation and regional economic development based on innovation ecosystem.The impact of innovation ecosystem on scientific and technological innovation and regional economic growth is not only a problem-oriented logic that responds to practical needs,but also a goal-oriented action that innovation subjects continuously organize and evolve spontaneously in pursuit of higher efficiency,and even a systematic and overall change of the impact of innovation on regional economic growth.Innovation ecosystem is characterized by complexity,synergy,symbiosis and evolution.Through the joint driving effect of evolutionary mechanisms such as innovation convention mechanism,innovation genetic replication mechanism,innovation variation mechanism and innovation adaptation mechanism,the agglomeration mechanism such as sharing effect,matching effect and learning effect of scientific and technological innovation should be mobilized to continuously gather advanced factors to regions with stronger scientific and technological innovation force.The relationship between scientific and technological innovation and regional economic development has changed from single variable driven type to multi-agent,multi-element,multi-link function coordinated self-organization and self-evolution driven type,and regional economic development has also shown a spiral rise.(2)This paper builds a game analysis model of innovation ecosystem and technological innovation system construction based on principal-agent and game.GIE is a promising innovation mode to realize the construction of scientific and technological innovation system.The construction of technological innovation system in GIE mode based on moral hazard should focus on the role of contract design and performance incentive.The influence mechanism of innovation ecosystem on the construction of science and technology innovation system and the design of GIE mode in the optimization of the construction of science and technology innovation system need to consider the uncertainty of the spillover of the construction of science and technology innovation system to the regional economy,bring moral hazard into the framework of the construction of science and technology innovation system under GIE mode,and focus on contract design and performance incentive.The research shows that although the optimal timing of cooperation between the government and high-tech enterprises can be achieved,if the government finds that the cost of inducing efforts is too expensive,it will lead to the construction cost of technological innovation system being too high.This is particularly true for contracts with high investment cost and demand risk,which is consistent with empirical evidence of concession contract renegotiation and cost overruns.This inefficiency can be mitigated by monitoring technology.While regulation can distort the timing of co-operation and delay investment,it also provides the right incentives for high-tech companies.If high-tech companies evade it,the government will charge fines,thus increasing the government’s profits.(3)This paper establishes an empirical analysis model of innovation ecosystem and regional economic development based on econometric methods.Based on the data of six coastal provinces and 31 provinces(municipalities and autonomous regions)in China from 2000 to 2017,this paper empirically examines the impact of technological innovation on regional economic growth from micro and macro perspectives.It is found that from the micro point of view,the effect of technological innovation on regional economic growth is a significant multiplier effect,and from the macro point of view,the impact of innovation ecosystem on regional economic development plays a role through industrial chain,innovation chain and value chain.The micro test reveals the following logic: For coastal provinces and cities,the quantitative index of scientific and technological innovation based on the number of applied patents effectively promotes regional economic development in the current period,and its promoting effect will be further improved in the lag period,and the effect of scientific and technological innovation is a significant multiplier effect.The quantitative index of scientific and technological innovation based on the input of experimental R&D can not only promote the development of financial industry in the region,but also directly affect the economic development.Macro test reveals the following logic: The impact of innovation ecosystem on regional economic development presents an important mechanism of optimizing industrial chain,reshaping innovation chain and upgrading value chain.The examination of national data also supports the above logic.Meanwhile,the innovation ecosystem in China is still playing a major role in influencing the high-level of regional industrial organization.(4)This paper forms a strategic model based on case summary of scientific and technological innovation to promote regional economic development.This paper systematically summarizes the experience and enlightenment of advanced countries,and puts forward policy suggestions for China to build an innovation ecosystem to promote regional economic development.Based on the experience of innovation ecosystem and economic development in the United States,Switzerland,Germany and France,this paper finds that we should give full play to the positive role of promising government,respect the decisive role of market value,and pay attention to the core role of innovation subject.The policy recommendations of this paper are to foster an innovation ecological system dominated by enterprises and involving multiple institutions,to build an innovation ecological platform system with full scale,diversified functions and diversified forms,and to create an innovation ecological system and mechanism system that is fair,just,inclusive and innovative. |
