With the characteristics of increasing efficiency and reducing costs to break through the limitations of traditional trade,cross-border e-commerce which has become a new driving force and the backbone of China’s international trade,has been growing rapidly.The signing of the Regional Comprehensive Economic Partnership Agreement(RCEP)which marks the landing of the world’s largest free trade zone,can help expand China’s export market,improve the regional industrial chain,stabilize the foreign trade environment,and bring new development opportunities for China’s cross-border e-commerce trade.Starting from the signing process of the RCEP agreement,this paper analyzes the measures taken by the current RCEP countries in promoting trade facilitation and the existing problems.Based on this,the author summarizes the status quo of cross-border e-commerce in China as well as the exports of cross-border e-commerce to RCEP.Secondly,according to the five principles of indicator system construction,combined with the current era background and the features of the cross-border e-commerce,The trade facilitation evaluation system which comprising 4 first-level and 16 second-level indicators is constructed,and the PCA is applied to calculate the level of trade facilitation in RCEP countries from 2008 to 2020.Furthermore,from the content of trade facilitation in the customs clause,origin clause,e-commerce clause,financial service clause and goods trade clause in the RCEP agreement,we can qualitatively analyze its impact on China’s cross-border e-commerce export.In addition to qualitative research,population and the level of opening up are added to the basic gravity model as other explanatory variables for quantitative research,the paper analyses the influence of RCEP country’s trade facilitation level on Chinese cross-border e-commerce exports,and then profiles the influence of different trade facilitation measures on the exports of cross-border e-commerce by sub-index regression.Finally,Based on trade facilitation,the paper proposes some policy proposals to further develop the cross-border e-commerce.The research results show that,first the Chinese cross-border e-commerce business penetration rate has been increasing gradually.Moreover,the maturity of industry regulations and digital economic empowerment is a trend.Additionally,closer cross-border e-commerce trade cooperation and larger trade scale between China and RCEP countries especially with Japan,Vietnam,South Korea,etc.Second,from 2008 to 2020,the level of trade facilitation in RCEP has generally improved and there is a huge room for improvement.However,the horizontal comparison shows that there is a significant gap in the level of trade facilitation between RCEP countries,and Singapore’s trade facilitation level ranks first among other RCEP countries.In addition,by comparing the changes in the first-level indicators of trade facilitation,it can be found that the development level of South Korea’s digital economy has surpassed Singapore to become the highest,but its business environment and customs environment are not prominent.Third,the relevant terms of trade facilitation in RCEP,including customs terms,origin terms,e-commerce terms,financial services terms and goods trade terms,have different welfare effects on China’s cross-border e-commerce exports to RCEP countries.Fourth,empirical research shows that the facilitation of trade in the countries of the RCEP has a significant influence on the exports of cross-border e-commerce in China.At its level rise 1%,the exports of Chinese cross-border e-commerce exports will grow by 11.58%.In the sub-index of the RCEP trade facilitation,the development of digital economy and customs environment have a greater impact on China’s cross-border e-commerce exports.Based on the above conclusions,this paper proposes that we should strengthen regional cooperation and build a trade facilitation cooperation system;We will promote trade facilitation at all levels.
