Optimizing the layout of free trade zones and promoting the implementation of the Regional Comprehensive Economic Partnership Agreement are important contents of the 14 th Five-Year Plan for National Economic and Social Development of the People’s Republic of China.The Regional Comprehensive Economic Partnership(RCEP)includes China,Japan,South Korea,Australia,New Zealand and 15 members of the 10 ASEAN countries.The total population,economic volume and total trade volume all account for about 30% of the global total,making it the largest free trade agreement in the world at present.Cross-border e-commerce is an important form of China’s current international trade.Compared with traditional trade,cross-border e-commerce has many advantages.Under the circumstance that the growth rate of traditional trade has slowed down,China’s cross-border e-commerce has maintained rapid growth.Therefore,RCEP has a profound impact on the development of China’s cross-border ecommerce.Based on the research of China and abroad,this paper summarizes and analyzes the mechanism basis of the impact of trade facilitation on cross-border e-commerce,and introduces the development status of trade facilitation and cross-border ecommerce in China and RCEP members.Then,starting from the connotation of trade facilitation,through global principal component analysis,based on the panel data of China and RCEP member countries from 2010 to 2019,construct a trade index including 5 main primary indicators and 20 secondary indicators.Facilitate the system and measure its level.Based on this,this paper introduces population and tariffs as other explanatory variables on the basis of the gravity model,and adopts the empirical method of the fixed effect model to empirically analyze the relationship between the trade facilitation of RCEP member countries and China’s cross-border e-commerce exports.At the same time,empirical research is carried out on each first-level indicator of the level of trade facilitation and The RCEP member countries are divided into highincome and low-income countries to conduct empirical research respectively,so as to give targeted suggestions.In addition,with the entry into force of RCEP,this paper simulates the situation after the improvement of the trade facilitation level of the RCEP member countries,in order to more comprehensively study the impact of the trade facilitation level of the RCEP member countries on China’s cross-border e-commerce exports.The results show that the trade facilitation level of RCEP member countries is positively related to China’s cross-border e-commerce exports to RCEP member countries.The improvement of the trade facilitation level of RCEP member countries can promote the increase of China’s cross-border e-commerce exports.In the trade facilitation level of RCEP member countries,the impact of regulatory environment and financial services on China’s cross-border e-commerce exports is more significant in the first-level indicators,and the trade facilitation level of RCEP member countries in high-income countries is higher than that of non-high-income countries.It has a greater impact on China’s cross-border e-commerce exports.In addition,different trade facilitation indicators show significant differences in the export potential of crossborder e-commerce between China and RCEP countries.Therefore,China and RCEP member countries should further carry out trade facilitation reforms on the basis of the existing trade facilitation achievements based on the principle of cost-effectiveness,and take the RCEP’s entry into force as an opportunity to establish a comprehensive free trade agreement service system.Target and focus on the construction of trade facilitation,so as to further promote the development of cross-border e-commerce in China and RCEP member countries. |
