The Construction And Measurement Of The Performance Evaluation Index System Of Postal Universal Service In The New Era

Postal universal service is an important institutional arrangement for the party and the state to guarantee the communication power of all citizens,so that all citizens can obtain relevant services at generally acceptable prices,especially for citizens in economically underdeveloped areas and remote areas.For postal enterprises,universal service is an important carrier to play their political and social responsibilities,and the quality of service supply should be ensured.However,in the new era,the environment faced by universal postal services has changed significantly.At present,all walks of life in China are aiming at ’ high-quality development ’,focusing on improving the level of informatization and scientific and technological means.The rapid development of the express delivery industry,with scientific and technological innovation to provide affordable and high-quality services,diverted most of the traditional postal services,and directly led to the continuous decline of the postal universal service business.In addition,there is a non-synchronous phenomenon between the quality of people ’s life and the general level of postal services.Therefore,the postal universal service needs to be based on the new era,improve the quality of service,maximize the advantages of the current postal network,and become the service that the people really need.This study aims to promote the postal universal service to better play its value in the new era.It is expected to provide reference for the postal universal service to examine its own development and find problems in time by constructing a scientific and reasonable performance evaluation index system.First of all,based on the policy analysis,this study condenses the new requirements of the state for universal service,analyzes the suggestions for its development within the enterprise through the questionnaire survey of managers,and then combines the development history and current situation of universal service itself to summarize the positioning of postal universal service in the new era:keep up with the pace of high-quality economic development,strictly implement the new development concept,and realize the basic public services that enable science and technology,business innovation,green development,inclusive equality,quality and efficiency,and then continuously meet the people ’s needs for a better life.Secondly,combined with 5E theory,new development concept and new era positioning,this study systematically constructs a set of performance evaluation index system in line with the development of the new era,and establishes a total of 23 three-level indicators from five aspects of innovation-driven,infrastructure,service efficiency,social and ecological benefits.Through the analysis of the open index data,it is found that the guarantee level of postal universal service infrastructure is the highest,but the embodiment of social benefits needs to be further strengthened.Finally,based on the analysis of the evaluation results,the paper puts forward ways and suggestions to improve the level of universal service from the perspectives of the public,enterprises and the government.This paper fills the research gap in this field by discussing the positioning of postal universal service in the new era and constructing the index system,and provides an effective reference for postal enterprises to lead the high-quality development of universal service.
