Research On The Impact Of Trade Facilitation Of Importing Countries On The Export Quality Of China’s Agricultural Products

The implementation of current trade facilitation measures can help to eliminate trade barriers worldwide and reduce trade costs.The China’s economy is in a stage of transitioning from high-speed development to high-quality development.In the context of actively implementing the“14th Five-Year Plan" and leveraging trade facilitation measures-to enhance trade quality,in order to achieve the transformation and upgrading of China’s agricultural trade,this paper selects 31 provinces in China with imbalanced agricultural development levels as the research object to explore the promoting effect of trade facilitation in importing countries on the quality of their agricultural product exports,aiming to propose countermeasures for the transformation and upgrading of agricultural trade.First of all,on the basis of sorting out and summarizing existing literature,this paper proposes three possible impact mechanism hypotheses:RD innovation effect,intermediate agricultural product effect,and SPS measure effect.Secondly,the principal component analysis method is used to calculate the trade facilitation of 112 importing countries from 2007 to 2017.The demand information inversion method is used to calculate the export quality of 510 HS6 code agricultural products to 112 importing countries from 31 provinces in China from 2007 to 2017.Subsequently,by constructing a multiple regression model,this paper empirically explores impact of trade facilitation of importing countries on the export quality of China’s provincial-level agricultural products from multiple perspectives,and empirical verification of possible mechanisms.The results prove that the trade facilitation of importing countries can significantly promote the export quality of China’s provincial agricultural products.This conclusion remains true after a series of robustness tests.Heterogeneous analysis shows that the optimization of customs environment,improvement of institutional environment and e-commerce level in high-income importing countries can effectively improve the export quality of China’s agricultural products.The improvement of facility quality and the institutional environment in low-income importing countries can suppress the quality of China’s agricultural product exports.Furthermore,trade facilitation of importing countries has a more significant promoting effect on the export quality of agricultural products in regions with high,medium,and low levels of agricultural development.Moreover,the advantageous agricultural products and general trade agricultural products in the above-mentioned regions have been particularly significantly enhanced.The mechanism test finds that trade facilitation of importing countries has an impact on the export quality of China’s agricultural products by influencing agricultural RD investment,and the effect is influenced by agricultural production efficiency.When agricultural productivity is high,trade facilitation of importing countries can increase investment in agricultural RD and improve the export quality of agricultural products.On the contrary,trade facilitation of importing countries inhibits the export quality of agricultural products.At the same time,trade facilitation of importing countries can improve the quality of intermediate agricultural products,enrich the types of intermediate agricultural products,thus achieve the upgrading of agricultural product quality.Furthermore,the upgrading effect of trade facilitation of importing countries on the export quality of agricultural products is regulated by SPS measures.If the quality of agricultural products is close to the forefront,SPS measures can strengthen the improvement effect of trade facilitation of importing countries on the export quality of agricultural products.Conversely,it will weaken this promoting effect.Finally,based on the conclusion of this paper,we put forward feasible countermeasures and suggestions to improve the export quality of China’s agricultural products through trade facilitation of importing countries.
