| Land is a key element of urban and rural development.The development of the countryside is inseparable from the investment of land,and the current arable land resources are tight and the available land reserve resources are limited,the revitalization of the use of residential bases has become an important direction for the development of land resources.2018 Central Committee No.1 document on the reform of the residential base system made instructions,"systematically summarize the experience of the pilot reform of the residential base system,and gradually expand the pilot" In 2021,the No.1 document of the Central Government mentioned the reform of the home base system,"prudently promote the pilot reform of the rural home base system".From "gradually expand" to "prudently promote",on the one hand,it shows that the state attaches importance to the reform of the home base system,on the other hand,it also shows that since the beginning of the home base system reform,although it has achieved certain results,but there are some areas have taken a "detour",which will hinder the development of the countryside to a certain extent.With the continuous promotion of rural revitalization strategy,the development of rural industries and the improvement of rural economy will affect the livelihood strategies of farm households,which in turn will affect the utilization of home base.Therefore,it is especially important to explore the combination of home base system reform and rural revitalization.As a demonstration area for rural revitalization in Zhejiang Province,Deqing County is also one of the first pilot counties of the national "house base system reform".Under the influence of the policy,the village industries in Deqing County have their own characteristics,and the functions of the house bases have been greatly transformed,such as the "Yangjiajia" B&B industry in Moganshan Town,the piano production and processing industry in Loshe Town,and the "cultural and tourism" tourism industry in Xincheng Town.Therefore,this paper selects Deqing County as the research area,and firstly,based on the theory,analyzes the coupling mechanism between home base function conversion and rural revitalization;secondly,analyzes the results of home base function conversion and rural revitalization effectiveness with the help of research data of village cadres,farmers and market players;finally,introduces the coupling coordination degree model,calculates the coupling coordination degree between home base function and rural revitalization effectiveness,and analyzes the results from time dimension and space dimension.The results were analyzed in time and space dimensions.The main conclusions of the study are as follows:(1)The subsystem of home base function conversion and the subsystem of rural revitalization are based on the interaction of "people-land-wealth-industry".This paper analyzes the coupling mechanism between the functional conversion of house bases and rural revitalization from the perspective of system theory.Firstly,it analyzes the subsystem of home base function conversion,in which farmers,market actors and village cadres are the main actors and the home base to be converted is the object,and farmers,market actors and village cadres participate together to realize the conversion of home base function from a single function to a multi-functional composite function.Secondly,in the subsystem of rural revitalization,each element in the countryside is divided and summarized by the five revitalization paths,and the impact of the interaction between each element on rural industry,ecology and culture is analyzed,and the subsystem of rural revitalization is constructed by considering the five goals.Finally,we analyze that rural revitalization drives the conversion of home base functions and the conversion of home base functions feeds back to rural revitalization,and find that there is a coupling interaction between the two in terms of "people-land-wealth-industry".(2)By establishing the measurement index system and measuring the function score of the house base and the effectiveness value of rural revitalization,it is found that the function of the house base in Deqing County is transforming from a single social function to a multi-functional composite of social,economic,ecological and cultural functions.Among them,the social function score is decreasing,the ecological function score and cultural function score are increasing,and the economic function is in the trend of rising and then decreasing from 2015 to 2020;from different types of villages,the social function of home base of four types of villages is decreasing continuously,the ecological function is increasing continuously,the cultural function of relocation and evacuation type of villages is decreasing,and the economic function of characteristic protection type of villages is affected by the epidemic in The economic function of villages in the characteristic protection category is affected by the epidemic in 2015-2020,which is in the trend of rising and then declining.In terms of rural revitalization,it is found that the effectiveness score of ecological livability(80.71)is the highest,followed by affluent living(47.30),flourishing industry(40.07),effective governance(24.01)and civilized countryside(20.58)in order of effectiveness score.Among the different types of villages,the effectiveness of ecological livability and rural style civilization in villages of the characteristic protection category is higher than that in the other three types of villages,and the effectiveness of industrial prosperity in villages of the suburban integration category is the highest among the four types of villages.(3)The coupling coordination degree model was introduced to measure the coupling coordination degree between the function of the house base and the effectiveness of rural revitalization.(1)in terms of coupling degree,more than 83% of the 103 research villages in Deqing County are highly coupled;(2)in terms of coupling coordination degree.In terms of time dimension,the mean value of coupling coordination degree has increased,from 0.52 in2015 to 0.56 in 2020,and the percentage of villages with barely coordinated type and above has increased from 55.34% in 2015 to 71.84% in 2020;(3)in terms of spatial dimension of coupling coordination,the spatial distribution of coupling coordination degree of 103 research villages has large geographical differences.In terms of spatial distance,most of the villages closer to the township have higher coupling coordination between the function of the residential base and the effectiveness of rural revitalization,and there is a tendency to disperse outward;(4)In terms of different types of villages,the coupling coordination of villages in the category of agglomeration and upgrading and suburban integration shows a stable increasing trend;the coupling coordination of villages in the category of characteristic protection and villages in the category of relocation and evacuation fluctuates;(5)Grey correlation analysis reveals that the coupling coordination of the Among the functions,the gray correlation between the economic function score and the coupling coordination degree is higher;among the effectiveness of rural revitalization,the gray correlation between the effectiveness of industrial prosperity and the coupling coordination degree is higher.In order to promote the coupled and coordinated development of home base function conversion and rural revitalization,and make home base an important resource to promote rural revitalization,the thesis proposes the following five points,combining the analysis and conclusion:1.Improve the policy of registering the transfer of home base use right with the function of "digital countryside" in Deqing County.2.Accelerate the work of home base system reform and determination of rights,and solve the historical legacy problems of home bases.3Develop e-commerce with the help of Deqing’s "digital countryside" function to reduce the impact of the epidemic on the industries related to the house bases.4 Balance the relationship between ecological protection and rural development.5 Strengthen the linkage between the residential industry and the rural industry and promote the coordinated development of both. |
