In the new era,the main contradiction of China’s social development has become increasingly prominent,and the development between urban and rural areas has increasingly become a major issue to be solved in China’s current society.This requires local governments to play a role in coordinating the economic development between urban and rural areas and promoting the development of agricultural and rural modernization in the process of China’s economic structure transformation.The report of the 19 th National Congress of the Communist Party of China clearly puts forward the strategy of "Rural Revitalization",which aims to further promote the integrated development of urban and rural areas,truly reflect the construction of the two in practice,and jointly promote the process of the great cause of socialist modernization with Chinese characteristics.At present,China’s urbanization construction has made some achievements,but at the same time,the contradiction between urban and rural areas has not been well solved.On this basis,the state has put forward the coordinated development policy of the two strategic systems of new urbanization and rural revitalization,and expects to make use of the mutual promotion relationship between the two to jointly break through the main contradictions of China’s current economy and society.Therefore,a more in-depth study on the coupling and coordinated development between the two strategic systems of Rural Revitalization and new urbanization is of great value.On the basis of summarizing the relevant research results of predecessors,this paper constructs a comprehensive index evaluation system for the two strategic systems of Rural Revitalization and new urbanization in China from five dimensions.Using the data of Rural Revitalization and new urbanization in 30provinces(cities)except Tibet from 2010 to 2020,this paper evaluates the coupling degree and coordinated development level of the two strategic systems,The results show that the development level of coupling and coordination between the two is generally high in the East and low in the West.On this basis,this paper makes an empirical analysis by using the constructed panel econometric model and spatial Dobbin model to explore the main factors that affect the coupling and coordinated development between the two.The results show that the selected eight main factors have a positive impact on the coupling and coordination degree of the two strategic systems,including the government service capacity,human capital,transportation convenience Both the income driven level and the balance of public services have positive externalities on the coupling and coordinated development of the region,while the development of science and technology,the production efficiency of non-agricultural industries and the consumption level of residentsin adjacent areas have negative externalities on the coupling and coordinated development of the region.Finally,combined with the actual situation of our country,this paper puts forward some targeted policy recommendations,such as deepening the reform of the registered residence system,reforming and improving the land system,establishing an inclusive urban-rural financial service system,integrating the urban-rural integrated social security system,and coordinating the distribution of public service resources. |
