| The county is an important entry point for the coordinated development of urban and rural areas,the main battlefield for the implementation of the rural revitalization strategy,and an important node in the development pattern of new urbanization,i.e.,upward to undertake the radiation drive of large and medium-sized cities,and downward to lead and drive rural revitalization.With the continuous development of the economy,the development of urbanization has also changed from a "rough" stage to a "new" stage of high-quality development,and the agricultural and rural economy has also shown a good development trend.However,the problems of the "three rural areas" and the imbalance between urban and rural development are still relatively prominent.Therefore,it is of strong practical significance to explore the relationship between county urbanization and the coordinated development of rural revitalization.At the same time,the Xinjiang Production and Construction Corps also has problems such as relatively lagging economic development level,low quality of urbanisation development and unbalanced urban-rural development,etc.Accelerating the coordinated development of new county urbanisation and rural revitalisation in the Corps is of great significance for maintaining the stable social and economic development of the frontier areas.Based on this,based on the existing literature,the article composes the concepts,connotations and characteristics of new county urbanization and rural revitalization,analyzes in depth the interrelationship between the two strategies and the mechanism of strategic coupling,and takes the 11 city-building divisions(county-level cities)of the Corps as the research unit,with the research interval of 2011-2020,and constructs the Corps’ new county urbanization The evaluation system(4 primary indicators and 23 secondary indicators)and the evaluation system of rural revitalization(5 primary indicators and 30 secondary indicators)are constructed respectively,and their development levels are evaluated by using the entropy value method,and then their coordinated development levels are measured and analyzed by using the coupling coordination degree.cases,we provide policy recommendations for the coordinated urban-rural development of the Corps.The findings of the article are as follows:(1)From 2011 to 2020,the Corps’ new-type urbanization score for counties is on an upward trend,with the new-type urbanization level score rising from 0.340 in 2011 to 0.532 in 2020,with an average annual growth rate of 5.08%.At the county level,the scores of the new urbanization level of the 11 county-level cities in the Corps are all on an upward trend,with relatively large disparities in the new urbanization level of the counties,which is reflected in the unbalanced regional development.(2)From 2011 to 2020,the development level of rural revitalization in the Corps has increased steadily,while in a few years,the development level of rural revitalization in some counties has decreased;from the perspective of each county,between 2011 and 2020,the largest increase in the comprehensive score of the development level of rural revitalization is in Keke Dala City,which has increased from 0.294 in 2011 to0.467 in 2020,with an average annual The smallest increase is in Shihezi city,from 0.447 in 2011 to 0.473 in 2020,with an average annual growth rate of 2.6%.(3)From 2011 to 2020,the coupling degree of new urbanization and rural revitalization in the Corps and counties is between(0.9,1],which is higher than 0.8,all of them are at the stage of high level coupling development,indicating that the coupling degree between the two systems is high and the interdependence is strong;the value of coupling coordination degree is generally on an increasing trend,basically at the stage of barely coordinated and primary coordination,and there is still much room for improvement from the stage of high-quality coordinated development.There is still a lot of room for improvement.From the perspective of each county,most counties are in the primary coordination and intermediate coordination stage,while a few counties are in the barely coordinated stage,and are constantly developing towards the good coordination stage.(4)In terms of influencing factors,overall,the coefficient of the urban-rural income gap is negative,while the coefficients of other influencing factors are positive.It indicates that the level of economic development,industrial structure,degree of openness to the outside world,transportation infrastructure and population growth have a positive contribution to the level of coupled coordination of new urbanization and rural revitalization in the Corps’ counties,and the urban-rural income gap is not conducive to the coordinated development of new urbanization and rural revitalization in the Corps’ counties.Finally,based on the results of the empirical analysis,policy recommendations are put forward.Namely,to establish a mechanism for the coordinated development of new urbanisation and rural revitalisation in the county areas of the Corps according to local conditions;to adhere to the people-oriented approach to help the coordinated development of new urbanisation and rural revitalisation in the county areas of the Corps;to strengthen government capacity to accelerate the construction of urban and rural infrastructure in the division(county);and to optimise the industrial structure of the company(village)to realise the integration of urban and rural industries. |
