| The report of the 20 th National Congress of the Communist Party of China proposed that Chinese path to modernization is the modernization of common prosperity for all people,and its essence is to realize human modernization.China is a large agricultural country,and the most difficult and arduous task of modernization is in the countryside.Therefore,in the process of promoting modernization,we should not only focus on urban development,but also promote rural construction and improve the per capita welfare level of rural residents,so as to promote sustainable development of rural areas and achieve common prosperity.Therefore,this thesis discusses the coupling and coordination of rural basic public services and rural revitalization,with a view to providing useful reference for the development of Chinese path to modernization and the realization of common prosperity.This article summarizes public service theory,urban-rural dual theory,system theory,and coupling coordination theory.On this basis,it regards rural basic public service and rural revitalization as two major systems,and analyzes the coupling coordination mechanism of the two from three levels of elements,structure,and function.Empirical analyses are conducted on 30 provinces,regions,and cities in China from 2010 to 2020.Firstly,comprehensive evaluation index systems for rural basic public services and rural revitalization are constructed,and the comprehensive evaluation indices for the two are measured by using entropy method.The coupling and coordination degree of the two is calculated by using a coupling coordination degree model.The spatiotemporal evolution characteristics are visually analyzed using line charts and Arc GIS charts.Secondly,a panel Tobit model is constructed to examine the impacts of economic development,urbanization,fiscal support for agriculture,agricultural production efficiency,human capital,and transportation convenience on their coupling and coordination,and the spillover effects of various influencing factors are analyzed using a spatial Dubin model.Finally,with threshold variables of economic development level,urbanization level and rural population size,a panel threshold model is selected to examine the nonlinear impact of the coupling and coordination on multidimensional relative poverty in rural areas.The main research conclusions of this article are as follows:(1)Comprehensive evaluation index analysis.During the research period,comprehensive evaluation indices for China’s rural basic public services and rural revitalization showed a significant growth trend,and the comprehensive evaluation indices for rural revitalization have always been smaller than the comprehensive evaluation indices for rural basic public service.(2)Analysis of spatiotemporal characteristics of coupling coordination.In terms of temporal evolution,the temporal characteristics of the coupling coordination degree of two systems show an increasing trend year by year,and the interaction between the two systems becomes increasingly harmonious;In terms of spatial differentiation,it mainly presents the characteristics of "leading in the east,central regions overtaking the west".Areas with a high degree of coupling and coordination rely on urban agglomeration development,while central and western areas with a low degree of coupling and coordination develop relatively slowly.(3)Analysis of influencing factors.From a national perspective,the impact coefficients of economic development level,urbanization level,financial support for agriculture,human capital,and transportation convenience are significantly positive;From the perspective of the three regions,there is regional heterogeneity in the influencing factors of coupling coordination.Spillover effect analysis.Agricultural production efficiency and human capital have a significant positive spatial spillover effect on the coupling coordination degree,promoting the improvement of the coupling coordination degree between neighboring regions;There is a negative spatial spillover effect in the degree of transportation convenience,which inhibits the improvement of coupling and coordination in the surrounding areas.(4)Analysis of poverty reduction effect.There is a single threshold value for economic development level.When the per capita GDP of a region is lower than1037.96 million yuan,the coupling coordination degree has a strong alleviation effect on rural poverty,and vice versa,it is relatively weak;There is a single threshold value for the urbanization rate.When the urbanization rate is higher than 0.8676,the coupling coordination degree has a strong alleviation effect on multi-dimensional relative poverty in rural areas,and vice versa;There is a single threshold value for rural population size.When the rural population size is greater than 255.9 million people,the effect of coupling coordination on rural poverty reduction is strong,and vice versa.Based on the results of empirical analysis,the article summarizes the existing problems in the coupling and coordination of rural basic public services and rural revitalization,and proposes practical countermeasures and suggestions:(1)Considering the quantity and quality of rural basic public services,optimize the supply model,use big data and the Internet to build a basic public service platform,and encourage social and enterprise forces to participate in the supply of basic public services.(2)Pay attention to the development of rural industries,talents,culture,ecology,and organizations,improve the comprehensive development level of rural revitalization,and match it with the level of basic public services in rural areas.Areas with low levels of rural revitalization and development can learn from the development experience of areas with higher level,and create development models suitable for themselves based on local rural characteristics.(3)According to the specific situation of each region,promote the coupling and coordination development of basic rural public services and rural revitalization by classification,play the role of various influencing factors in promoting the coupling coordination,and achieve the overall balance of the coupling coordination between the two.(4)Actively and continuously promote the coupling and coordinated development of rural basic public services and rural revitalization,so that the results of the coupling and coordinated development of the two systems can benefit rural poverty reduction,improve the income level of rural areas,pay attention to the happiness and satisfaction of rural residents,improve and optimize effective poverty prevention mechanisms,and effectively play the role of the coupling and coordination in alleviating multidimensional relative poverty in rural areas. |
