| In the past two years,affected by the continuous and repeated outbreak of the Novel coronavirus pneumonia,frequent natural disasters,and the "Russia-Ukraine" conflict,the issue of food security has received widespread attention from the society.In response to various emergencies,China’s grain market can maintain sufficient supply and stable prices,and it is inseparable from the role of national grain reserves to stabilize expectations and ensure supply.The current situation of Chinese people with more land and less resources and shortage of resources will not change.Coupled with the changing external environment,food security faces many uncertain factors.In recent years,China’s grain production has been concentrated in the production areas,and the grain self-sufficiency rate in the production and marketing balanced areas has shown a downward trend.Province S is a small province of agricultural production.The total supply and demand of grain in the province is basically balanced,but the variety structure is unbalanced and the food ration is highly dependent on foreign provinces.It is one of the provinces with balanced grain production and sales in China.After more than 20 years of development,S province has gradually established a three-level local grain reserve system at the provincial,city and county levels.The changes in its production situation and supply-demand relationship and the problems reflected in the management of grain reserves are universal to a certain extent.The current situation and existing problems of grain management,and the exploration of a management model that can take into account both economic and social benefits is of certain significance to improve the management of grain reserves,and can also enrich the theoretical system of local grain reserves management in production and sales balance areas.This paper uses public goods theory,principal-agent theory and Xi Jinping’s national food security strategy,and adopts literature research method,case analysis method and comparative analysis method to provide theoretical framework and methodology for the research.Firstly,the related research in the field of grain reserve management at home and abroad is expounded,the concepts related to grain security and grain reserve are defined,and the relationship between the two is analyzed.,the rationality of the variety also affects the level of food security.Then,taking S province as an example to analyze the current situation of local grain reserves,it is found that due to the lack of food security awareness,insufficient overall research,and weak awareness of reform and innovation,there are still unreasonable reserve planning and policy design in the management of grain reserves in S province.Science,policy implementation obstruction,etc.Based on the analysis and comparison of advanced grain reserve management experience at home and abroad,corresponding countermeasures and suggestions are put forward: strengthening top-level design,innovating management mode,and rationalizing management system.This paper draws three main conclusions: First,it is necessary to optimize the reserve system,reasonably determine the scale and layout of reserves,establish a reserve pattern dominated by government reserves and supplemented by social responsibility reserves,and build a reserve system with multiple subjects,various forms,and optimal reserves and suitable needs.The second is to strengthen the construction of reserve capacity,increase investment in infrastructure and the application of intelligent management methods,flexibly rotate grain reserves,actively link the industrial chain,and promote cost savings and efficiency gains on the basis of ensuring the quantity and quality of grain reserves.The third is to clarify the management objectives.The management of grain reserves involves many subjects and a wide range of levels.It is necessary to always take ensuring food security as the primary goal,clarify the division of responsibilities,reduce management levels,and ensure that grain storage is good,dispatched,and usable. |
