Local Grain Reserves Management Marketing Research

Grain reserves is an important part of national food safety system, the inhibition of grain price fluctuations and deployment of disequilibrium of regional distribution of grain and so on plays an important role. As the marketization degree enhancement, the vast majority of countries in the world attaches great importance to the market competition mechanism in the fundamental role of grain supply and demand balance. Although China in some grain reserves management link to introduce market mechanism, to a certain extent played a tame price fluctuations, but the overall grain reserves the marketization process is not adapt to the world development trend.For a long time, where reserves is a force to be reckoned with in the reserve system in our country. Compared the central reserve management system, more local reserves in China on the management innovation, flexibility is bigger, to adapt to the development trend, provide the experience. In December 2014 issued by the state council "about food security several opinions of the governor responsibility system also is clearly stressed in the" to implement and manage local grain reserves, to ensure the grain reserves.But local grain reserves in recent years in marketing operation in two major problems:one is under the condition of the regional price fluctuations become the norm, where reserves because of small scale, where hard to suppress play their role in food market price fluctuations; The second is, the local grain reserves management, due to the grain market price distortions and industries with excess capacity and pressure. I think these two problems are involved in China’s grain reserves management system problem of further reform, how to understand and solve these problems, is an important subject of the current theoretical research. Based on this, this paper takes the analysis of the causes of two big problems, on the basis of study from the reserve system and industry management level.This article is divided into five parts. The first part mainly elaborates the importance of this topic and research structure, including the selected topic background and significance, related literature at home and abroad research and this paper mainly research contents, methods, etc. The second part analyzed the United States, France, Japan and India grain reserve system, and the characteristics of management and development trend.The third part mainly in hubei province as an example, studied the local reserve management in China’s present situation and existing problems. The fourth part through the theory of principal-agent model design and food industry overcapacity, the empirical analysis to further the cause of the problems existed in regional reserve management and risk management for analysis. The fifth part is based on the aforementioned issues and on the basis of theory and empirical analysis, proposed further play function, strengthen local reserves management countermeasures and Suggestions.
