Research On The Problems And Countermeasures Of Grain Reserve Management In Y City

Food is the priority of the people.Grain security concerns the national economy and people’s livelihood.In the Party’s 20 National Congress Report,grain security was mentioned as an unprecedented step to "strengthen the foundation of grain security in all aspects".In other words,grain security includes every link from the production of food to the consumption table,and an important link is to ensure the security of food reserves.However,Y City discipline inspection and supervision organs found in the investigation that the grassroots grain purchase and sale system violations of discipline and law frequently,which seriously affected the implementation of the national grain strategy,urgent attention.Starting from the relevant basic data and typical cases of Y City,J Province,this paper objectively describes the current situation of grain reserve management in Y City,summarizes and analyzes its characteristics,and deeply explores the causes of its formation.The results show that the problems in grain reserve management mainly include:first,the main problems in the implementation of grain reserve policies:the implementation of grain security responsibility system is not in place,the implementation of grain purchase and sales policies is not strict,the implementation of local government grain reserve policies is not in place;Second,the main problems existed in the security assurance of grain reserve:the scale of grain reserve cannot guarantee the demand in time,the quality of grain reserve cannot be fully guaranteed,the technology and management of grain reserve are lacking,and the management of fund operation is not strict;Third,the problems of improving discipline and anti-corruption in the field of grain reserve:corruption in the field of grain and supervision in the field of grain;Fourth,the main problems in the system and mechanism of grain reserve:the reform of state-owned grain enterprises is not thorough,and the grain reserve mechanism is not perfect.There are four reasons for the problem of grain reserves.First,the political responsibility for grain security is not fully assumed;second,the administrative function of grain departments is weakened;third,the principal responsibility of strict Party governance is not strictly enforced;and fourth,the reform in the food sector is not fully implemented.The problems of grain reserve management are as follows:first,damage to the national interests,mainly private distribution of grain overflow,use the old to replace the new,"revolving grain",false inventory,loss of stock and theft,false report of consumption damage the national interests;Second,under pressure the level of prices,arrears grain payment,damage farmers’ interests;Third,collect fees illegally,refuse or delay delivery,damage the interests of other operators;Fourth,adulterated,shoddy,damage the interests of consumers.On the basis of analyzing the causes of the above problems and adhering to the principles of science,effectiveness,pertinence and innovation,this paper provides practical policy suggestions for grain reserve management in Y City.First,consolidate the political responsibility for grain security,consolidate the principal responsibility,do a good job in grain reserve management,and strictly implement the grain purchase and sale policy;Second,maintain grain reserve security,promote the healthy development of state-owned grain enterprises,improve grain production capacity,and improve storage facilities;Third,comprehensively improve the level of supervision,compacting the supervision responsibility in the field of grain reserve,highlighting the administrative supervision in the field of grain reserve;Fourth,we will deepen the reform of the grain reserve system and mechanism,deepen the reform of the grain reserve mechanism,deepen the reform of state-owned enterprises,and deepen the reform of the mechanism for implementing the grain security responsibility system.
