Research On The Grain Reserve System Optimization Based On Food Security

Food security as our strategic safety first, always is the foundation to safeguard a country priority, promote economic development and maintain social stability. And grain reserves are an extremely important part of the national food security system and the important material foundation of the national macro-control. At present our country grain has been successive8years of increase production, but the national food security still faces new challenge. Firstly, grain benefit glides, has affected enthusiasm of a farmer to plant grain and young and strong labor who go out to work has led to rural labor aging phenomenon; secondly, with the development of industrialization and the urbanization, the decrease of farmland and fresh water and other agricultural resource, seriously restricted the sustainable development of grain production. Some places appeared conversion phenomenon of the cultivated land use and rural industry; thirdly, grain demand has grown significantly and grain and main produce had increased pressure of effective supply; fourthly, international agricultural market has faced with competition and trade in agricultural products has faced with a more complex environment. Three major crises of oil, grain and finance has been transmitted to the international agricultural products trade, agricultural products transportation cost has increased, grain price has risen considerably, and the global trade in agricultural products brought very significant effect. Faced with the new situation of food security, we must stand on view of the macroscopic overall and long-term stability to study on a reasonable scale of the national grain reserve, levels, layout and management system, and further perfect the grain reserve management system, effective regulate food markets and prices, to ensure long term food security. This research has further deepened theory of the grain economic in theory and perfected the reform of the grain reserve management system in practice.Grain reserve related main theories as a guide, in this study, first of all, I analyze China's food security and food security situation. Secondly, analyze the relationship of our country grain reserve and food security and analyzes the problem and reason of China's grain reserve system from strengthening management perspective. Then, analyze on the coordination of China's grain reserves and grain production, circulation. Again, use a quantitative method to study on the dynamic relation of grain reserve and price, yield between. Next, determine the scale and variety structure of the China Grain Reserve, and put forward some suggestions for our country grain reserve level and layout. Finally, combined with the experience of foreign grain reserve, I put forward to further improve China's grain reserve system policy recommendations. The main content includes nine chapters.
