Study On Problems And Countermeasures In Zhengzhou XX Direct Management Of Grain Reserve

In recent years,China’s grain reserve scale has been constantly expanding,the national grain macro-control ability has been constantly improving,and has formed a central reserve and provincial,city and county three-level local reserve system,among which,the central grain reserve is the "ballast stone",is the first line of defense to ensure national grain security.Under the macro-control of the state and the coordination of various localities,China’s grain reserve work has achieved certain results,providing strong support for the building of a moderately prosperous society in all respects.However,it should also be noted that China’s food security is still facing severe challenges due to its large population and increasing social demand for food,as well as the decrease of cultivated land area and the impact of natural disasters.As a major grain-producing province,Henan’s grain output has remained above 100 billion jin for 14 consecutive years,in which the provincial capital city of Zhengzhou has made a great contribution.During the 13 th Five-Year Plan period,Zhengzhou completed the socialized purchase of 19.97 million tons of grain,effectively improving its food emergency support capacity and contributing to regional food security.In view of the important role of food security,this paper,based on the relevant theory of food reserve,takes Zhengzhou XX Grain direct warehouse as the specific research object,and carries out in-depth discussion on its grain reserve management.The research shows that as an important local state-owned grain reserve management unit,Zhengzhou XX Grain direct warehouse has some problems in its daily management,which are mainly manifested as:mixed policy reserve and commercial operation;Refined grain reserve management needs to be improved;The grain reserve rotation management mechanism is not perfect;The application degree of information management is not high;The overall quality of staff is low;The existence of these problems,such as the supervision outside the reserve grain depot and the risk of entrustment lease,hinders the improvement of the management efficiency of the reserve grain and causes certain hidden dangers to the overall situation of food security.In view of the problems existing in the management of the storage grain of XX grain in Zhengzhou,this paper puts forward specific countermeasures and suggestions,including:implementing the innovation of management system to ensure the stability of grain source;Improve the refined management level of grain reserves;Implement dynamic circulation and rotation management of grain reserves;Strengthen information construction to create smart grain storage;Streamline functional organizations and optimize talent system;Strict early warning,prevention and control of out-of-storage regulatory risks.This paper aims to provide theoretical reference and practical basis for better grain reserve management,ensuring grain security and effectively regulating grain market in Zhengzhou.
