| Food security is an important part of national strategic security and a top priority in governance."With food in hand,there is no panic in the heart." All countries in the world generally adopt the way of establishing food reserve system to ensure their own food security.China implements a graded grain reserve system at the central and local levels.Among them,the local grain reserve plays the role of "regulator" and "ballast stone" for implementing the macro-control of grain market,ensuring regional food security and maintaining social stability.With the rapid economic and social development and the deepening of market economic system reform,local grain reserve management has encountered some new contradictions and problems,the most fundamental reason is that the grain reserve management mechanism is not perfect.Based on the dissipative structure theory in thermodynamics,this paper extracts and constructs a "Dissipative structure Model of Grain Reserve Management System",and systematically analyzes the current situation of the grain reserve management mechanism in G City from four elements of the grain reserve management system: organizational system,material security,crisis management and daily management.Based on the historical evolution law of the grain reserve management mechanism,this paper summarizes the existing problems of the reserve management mechanism of G City,such as backward storage infrastructure,insufficient inspection ability of enterprises,low quality and efficiency of supervision and law enforcement,and crisis management to be strengthened,and analyzes the causes of these problems.Finally,on the basis of the above research,combined with the national food security strategy,the optimization of the grain reserve management mechanism is proposed.As for the problems existing in the grain reserve management mechanism,it is proposed that relevant measures can be continuously improved by strengthening the daily management of grain reserves,improving the technical support system of grain reserves,comprehensively improving the supervision efficiency of grain reserves,and improving the emergency management mechanism of grain reserves,so as to ensure the orderly operation of the grain reserve management mechanism. |
