The full name of RCEP is the regional comprehensive economic partnership agreement,which was officially signed by 15 countries,including ten ASEAN countries and New Zealand,Australia,Japan,South Korea and China on November 15,2020.RCEP not only promotes the innovation of global economic and trade rules,but also provides a good opportunity for the coordinated development of regional economic integration.As the largest free trade area in the world and an important agricultural product production and Trade Area in the world,RCEP will further enhance agricultural cooperation among RCEP Member States and improve the development level of regional agricultural product trade.As two important economies in Asia,China and Japan signed a free trade agreement for the first time and reached a tariff reduction commitment through RCEP.Japan is an important export market for China’s agricultural products,especially in the trade of aquatic products.According to the statistics of the International Trade Center(ITC),the trade of aquatic products between China and Japan accounted for11.56% of China’s total trade of aquatic products to the world in 2020.Study how to further promote the expansion of aquatic products trade scale and the upgrading of trade structure between China and Japan under the background of RCEP,so as to better meet the demand of domestic consumers for high-quality aquatic products and consolidate the important position of China’s aquatic products export in earning foreign exchange.The main research contents and conclusions of this paper are as follows: first,through the comparative analysis of the current situation of aquatic products industry and trade between China and Japan,it is found that the two countries have their own advantages and complementarity in fishery development.Compared with Japan,the trade scale of aquatic products in China is significantly larger and the trade of aquatic products between the two countries is quite frequent;Second,using relevant trade indicators to further analyze the trade relations between the two countries,it is found that the complementarity of China Japan aquatic products trade is significantly greater than the competitiveness;Third,combined with RCEP tariff schedule,this paper analyzes the impact of the agreement on China Japan aquatic products trade after its entry into force.The conclusion is that China’s Aquatic Products Tariff decreases faster,which may lead to a certain impact on China’s aquatic products market in the short term,but RCEP is more conducive to the expansion of China’s aquatic products export trade in the long term;Fourth,the GTAP model is used to empirically analyze the impact of RCEP on the trade of aquatic products between China and Japan.It is found that RCEP has a certain trade creation effect on aquatic products between China and Japan,which not only promotes the export of Chinese aquatic products,but also promotes the import of Japanese aquatic products,and makes Chinese aquatic products flow to the Japanese market to a greater extent.As two countries with strong trade complementarity,RCEP is bound to play a great role in promoting the aquatic product trade between China and Japan.Therefore,China should take corresponding measures to consolidate and develop the aquatic product trade between the two countries and improve the export competitiveness of China’s aquatic products.First of all,we should improve the level of cross-border investment cooperation in aquatic products and "make up for weaknesses" to promote cooperation.For example,China and Japan can conduct joint training and investigation in combination with their own experience and technology,or learn Japanese advanced technology through the establishment of model enterprises,so as to promote higher-level innovation of aquatic product technology in China;Secondly,we can optimize the distribution of water products,improve the stability of water industry,and guide the development of water products,import quality and safety through the optimization of water industry chain;Finally,we should establish and improve the information service system,beware of Japan using technical barriers to trade to protect its aquatic product market and improve the anti trade barrier mechanism.This paper not only makes a more in-depth study on the current overall and large categories of aquatic products trade scale between China and Japan,but also analyzes the future development trend of the scale and structure of aquatic products trade between the two countries based on the tax reduction scheme published by RCEP and GTAP model,and strives to achieve a comprehensive analysis of the aquatic products trade analysis system between China and Japan under the framework of RCEP,In order to enrich the relevant research on the impact of free trade area on aquatic products trade to a certain extent. |
