The Regional Comprehensive Economic Partnership Agreement(RCEP)is an important measure to promote closer economic and trade relations in the Asia-Pacific region and member countries work together to deal with anti-globalization.Substantial tariff concessions among member states are the most important content of the RCEP agreement.On January 1,2022,the RCEP agreement came into force;from the point of view of the member states,China and Japan reached a free trade agreement for the first time with the help of the east wind of RCEP entry into force.Theoretically,RCEP tariff concessions will bring the greatest marginal trade promotion to Sino-Japanese trade.From an industrial point of view,textile and clothing products are the third largest export from China to Japan.Before the RCEP was reached,Japan did not have preferential tariff arrangements for the import of textile and clothing products from China.Theoretically,the marginal growth of Chinese textile and clothing products exported to Japan brought about by RCEP tariff concessions is the largest.Based on the above background,this study attempts to explore the different effects of Japan’s import tariff concessions on the export volume of different types of Chinese textile and clothing products under the framework of RCEP,and make a classified forecast.This study uses HS code to subdivide China’s textile and clothing products exported to Japan into 14 categories.Based on the theories of trade expansion effect,price elasticity,supply and demand in the theory of customs union,this paper puts forward a reasonable hypothesis: under the framework of RCEP,Japan’s import tariff concessions are expected to increase the export volume of 14 categories of China’s textile and clothing products,but due to the product price elasticity and the extent of tax reduction.As a result,the effect of improvement will be significantly different.Subsequently,the innovation of this study takes advantage of the nature that commodity price elasticity does not change with time,opens up an indirect path,and avoids the dead end of "no RCEP operation history data,no empirical research".First of all,using the historical data of the export volume and export price of China’s textile and clothing products to Japan and using the multiple regression model,the partial regression coefficient of the price,that is,price elasticity,is calculated.secondly,the tariff data contained in the RCEP Japanese tariff concession commitment table are used to calculate the tariff concession difference before and after the implementation of RCEP,that is,the range of price changes.Finally,the expected impact of RCEP tariff concessions on the export of 14 types of Chinese textile and clothing products to Japan is obtained by multiplying the above price elasticity with the range of price changes.The results show that the exports of 14 categories of products to Japan are all affected by the positive promotion brought by RCEP tariff concessions,and the exports of products such as "knitted fabrics and crocheted fabrics" are more significantly promoted by RCEP tariff concessions.In addition,the export of finished products to Japan is also more significantly promoted by RCEP tariff concessions.At the end of this study,the conclusion of the study summarizes the practical implications for Chinese textile and clothing enterprises and government functional departments,respectively,in order to use the theory obtained in this study to guide practice and put it into practice.
