| Road transport is the main part of traffic transport,and its characteristics of multi-link,wide range and complex form bring difficulties and risks to safety management.At present,the grim situation of production safety of transportation industry in China,from top to bottom are attention degree of the society.Administrative departments of all levels of government and transportation industry in order to promote safety production and emergency response system to make a lot of effort,and also published many laws,regulations,rules,regulations and other legal policy and related documents for specification.Road transport safety,is directly related to people’s life and property security,to a certain extent affect the social and economic development,also in Guangdong province for motor vehicle ownership in large scale and increase year by year,large truck accidents has increased in recent years,road transportation accident control difficulty increases,the studies on road transportation safety production supervision,Scientific and accurate definition of safe production of power and responsibility,regulating the behavior of the supervision and administration of production safety started,the implementation of the "due diligence,according to the single exemption,dereliction of duty according to the accountability",to promote safety supervision work systematic,standardization,refinement,security has important significance for people life and property security.Based on the research and analysis of the relevant concepts and theoretical research of road safety production supervision,combined with foreign road transport safety production supervision experience,referring to the published power and responsibility list of Guangdong Provincial Department of Transport and other existing achievements,in accordance with the "Highway and Waterway Industry Safety production Supervision responsibility Specification guidelines",The present situation and problems of supervision of road transport safety in Guangdong Province were analyzed.The main problems were insufficient enterprise autonomy initiative,unclear safety responsibility system,ineffective implementation of safety regulations,insufficient application of safety supervision technology means,non-standard inspection of safety,and poor personnel quality and safety awareness.Two typical road transportation safety cases(" 7 · 6 " major road traffic accident in Longmen section of Guanghe Expressway and " 8·25 " major road traffic accident in Yangjiang)are selected to analyze the accident cause,process,results and impact lessons,and summarize the common characteristics and rules of accident investigation and treatment.Put forward the perfect organizational structure,to carry out the safe production responsibility,security supervision platform supported development road transport market,perfecting supervision mechanism,and promote comprehensive governance,strengthen the informationization,such as intelligent methods to improve the level of road transport safety production supervision of Guangdong province. |
